6 � � , E' � 2, <br /> Shasta Street, which the ARC and Planning staff recommended against due to the context <br /> of other development in the area. Also, either the parking lot aisle or the landscape buffer <br /> on the west side of the building would need to be narrowed. The landscape buffer is <br /> considered to be extremely important on this site since there is a two-story multi-family <br /> residential building on the adjacent property to the west. Narrowing the parking aisle or <br /> shortening the stalls would not easily accommodate the typical delivery vehicles and <br /> contractor trucks that will access the site daily. A similar scenario includes setting back the <br /> building from the Shasta Street frontage to eliminate the encroachment, and shortening the <br /> building so that the parking lot and landscaping on the west side of the property are <br /> maintained as proposed. The building footprint would be reduced by approximately 300 <br /> square feet and the first floor manufacturing area would be reduced by 7%. Staff <br /> understands that San Carlos Stairs, which is an established Redwood City business, <br /> purchased this site due to a need to expand their business and that they need all of the <br /> floor area that they propose to build out. The nature of their product requires larger rooms <br /> for maneuverability than other woodworking professions, such as cabinet making. As <br /> proposed, the 5,100 square foot building has a 53% floor-area-ratio (FAR), which is well <br /> within the 75% FAR limit for the Industrial Restricted Zoning District. Thus, staff feels that <br /> reducing the size of the building is not a reasonable solution. <br /> Currently, the applicant has submitted plans for a Building Permit and a Construction <br /> Permit. Neither permit can be approved until the eave encroachment issue is resolved, <br /> either through the granting of this Encroachment Permit or after significant architectural <br /> redesign to eliminate the encroachment. Any new design would require new review by the <br /> Architectural Review Committee. <br /> The Encroachment Permit will allow San Carlos Stairs to construct and maintain an <br /> approximately twenty-eight-foot wide by three-foot deep roof overhang, twenty feet above <br /> the public right-of-way over the main building entrance on Shasta Street. The property <br /> owner is responsible for all construction, maintenance, removal, and replacement costs for <br /> this encroachment. The City reserves the right to revoke this encroachment permit for any <br /> reason in the future. <br /> Alternative <br /> Do not grant the encroachment permit, and require that the applicant redesign the front <br /> entrance of the building to not include an encroachment and to go back through the design <br /> review process. <br /> Fiscal Impact <br /> There will be no fiscal impacts to the City.
