� . �. �' - � <br /> R <br /> �P R <br /> T <br /> To the Honorable Mayor and City Council <br /> and the Redevelopment Agency Board from <br /> the Cit Mana er and Executive Director <br /> March 14, 2005 <br /> Subject <br /> Agreement for Professional Services with DPR Construction, Inc (DPR) for providing <br /> Construction Manager/General Contractor (CM/GC) services relating to the Historical <br /> Courthouse Reconstruction. <br /> Recommendation <br /> Approve and authorize execution of an agreement with DPR Construction, Inc. of <br /> Redwood City, California, for: (1) providing CM/GC services for the Historical Courthouse <br /> Reconstruction, and (2) establishing the Final Agreed Price of $4,955,057.00. <br /> Background <br /> In January 2003, the City assembled a selection board for the purpose of selecting a <br /> Construction Manager/General Contractor to work on the Historical Cou�thouse <br /> Reconstruction. <br /> DPR Construction, Inc, a Redwood City-based company, was chosen based on their <br /> qualifications and experience working on similar historic structures throughout the Bay <br /> Area. They have extensive experience in the reconstruction of historical buildings and <br /> structures, and proved to be the most qualified to complete the job. <br /> The project includes the demolition and removal of the existing South Annex (fiscal <br /> building), and reconstruction of the original Courthouse entrance and Portico and <br /> eventually the Plaza (not part of this proposal). A completed Environmental Impact <br /> Report (EIR) has been done for this proposed reconstruction, and the completed plans <br /> show reconstructing the courthouse to replicate its 1906 design. New materials such as <br /> FRP (Fiberglass Reinforced Plastic) are to be used to replicate the original materials, but <br /> these materials meet the requirements of the Secretary of the Interior's Standards for <br /> Historic Preservation. Plans for the Portico reconstruction have been completed by DES <br /> Architects of Redwood City, and plans for the Courthouse Plaza are currently underway <br /> by the firm of Freedman Tung and Bottomley (FTB) of San Francisco. <br /> The combined project of the Historical Courthouse Reconstruction with the Courthouse <br /> Plaza is a major part of the City's Downtown revitalization along with the Cinema project <br /> currently underway. DPR has been chosen to implement the construction of both the <br /> Historic Courthouse and the Courthouse Plaza. The construction for the Plaza will be <br /> submitted as an amendment to this agreement when the plans have been submitted by <br /> Freedman Tung and Bottomley, which is expected sometime later this year. <br /> This Agreement is being recommended for approval at this time to facilitate the <br /> demolition of the Annex when the City/County Agreement is approved, and to start the <br /> bidding process for the FRP, which has a very long lead time. <br /> Page 1 of 2 <br />
