6. Seaport Boulevard Assessment District (407 -02) <br />Report of City Manager and Director of Public Works 7/17/85 <br />Director of Public Works Addiego commented and replied to questions by <br />Council regarding the fact that the soil contamination was discovered in the <br />course of testing by the landscape architects hired by the developer to <br />determine suitability as a growing medium; that the recommendation is that it <br />would be more economical to remove the contaminated soil and replace it in <br />conjunction with the reconstruction and widening of Seaport Boulevard, and <br />indicated that the removed material would be suitable in a limited way as <br />fill. <br />Pete Bohley, Brian, Kangas, Foulk, described the contaminant as an organic <br />herbicide of an unknown source, and stated that the contaminated soil can be <br />used under a roadway without any problem, since it is not toxic except to <br />plants. <br />M /S: Chandler /Stangel to authorize issuance of a Change Order by the <br />Director of Public Works for removal and disposal of contaminated soil, and <br />replacement with a suitable growing medium, and that the costs associated <br />with the work be identified as a cost to the landscaping portion of the <br />Assessment District. <br />Carried unanimously by voice vote. <br />MINUTE ORDER NO. 85 -106 <br />---------------------------------------------------------------------------- - - - - -- <br />7. Willow Street Assessment District (407 -04) <br />Report of City Manager and Director of Public Works 6/25/85 <br />City Manager Smith and Director of Public Works Addiego commented and replied <br />to questions by Council regarding the approximately six property owners in <br />the proposed district, and the fact that the proposal originated with the <br />request of one property owner for a permit to improve his parking lot, who <br />objected to the condition requiring improvement of the length of Willow <br />Street, and that Council therefore directed staff to proceed with <br />establishment of an assessment district. Discussion continued regarding the <br />need for the street to be upgraded; estimated costs of the project; concern <br />regarding the ability of some of the property owners to participate <br />financially; the fact that property values would be increased by the <br />improvements; and whether an alternative should be considered at this time, <br />to have Public Works staff meet with the property owners before making a <br />decision as to whether to proceed with establishment of an assessment <br />district. <br />M /S: Rhodes /Mosher to continue the matter of a proposed Willow Street <br />Assessment District until after a meeting of staff and the property owners <br />for discussion to determine their interest in proceeding with an assessment <br />district. <br />Carried unanimously by roll call vote.
