Item No. 4 (continued) Jack Greenalch, Chairman of the Committee, summarized the report, and replied to questions by Council, regarding inclusion of single elderly persons and a desire to give priority consideration to Redwood City residents. Diane Howard, subcommittee chairperson, indicated that they had found the need of families with children so overwhelming, they concentrated on those situations, but that the committee would have no difficulty including the elderly. M /S: Rhodes /Claire to accept the recommendations of the Housing and Human Concerns Committee, with the addition of the category of elderly persons to be included in the list of those eligible to be served by the facility, and the requirement that Redwood City residents be given first priority. (The recommendations of the Housing and Human Concerns Committee are as follows: 1) Council endorsement of the philosophy statement and general operating procedures for the proposed Transitional Housing Facility; 2) Development of a detailed Request for Proposals (RFP) to potential operators, based upon the philosophy statement and the approved operating procedures already prepared. 3) Distribution of the RFP to interested agencies, emphasizing that responses should reflect the City's operating philosophy; and that the extent of the agencies' contribution to the purchase and operating costs of the facility, as well as the group's ability to work with other local providers, will be taken into consideration when making a recommendation to the City Council on the preferred operator. 4) Direction to staff to negotiate with the operators to protect the City's interests with regard to questions of ownership and control of the proposed facility.)
