Marina Redevelopment Sub-Area (1401-04)

City Manager Smith briefly reviewed the progress of the various Redevelopment
project areas and indicated that with regard to the Marina Redevelopment Area,
although an Environmental Impact Report has been prepared by the Planning
Commission on the concept plan, further work is needed and certain issues need
to be resolved and determination made as to how to proceed.

City Attorney Schricker explained the existing procedures involved in the
permit process for developers in the redevelopment areas, and the necessity to
come to the Redevelopment Agency for a determination as to whether the project
is consistent with the General Plan and zoning ordinance. Discussion followed
relating to the fact that the concept plan, tentatively approved by the City
Council, is at variance with the General Plan in that the General Plan does
not call for housing east of Bayshore; and to the fact that in some cities
having a separate Redevelopment Agency, that city.s Planning Commission might
serve both the City Council and the Redevelopment Agency, while in others, the
Redevelopment Agency has its own staff.

Redev.Agency
11 /6/85

MINUTE BOOK NO. 46
Page No. 96
