Item No. 12 (continued) <br />cats, removal of most debris outside the house removal of an illegal seven- <br />foot fence, and reduction in the number of automobiles. He stated that the <br />matter will be back before Council early in January, at which time there will <br />be a recommendation by staff for Council consideration. <br />Betty McClung, 1150 Cleveland Street, neighbor of the Escobedos, reported <br />ongoing problems, but acknowledged some improvement in the last 2 -1/2 weeks; <br />described her problems with cats coming into her yard, and that the Escobedos <br />deny keeping cats; that the large number of cars at the one address deprives <br />other neighbors of use of space on the street for parking; that a <br />Neighborhood Boards representative has interceded to attempt to resolve <br />conflicts, but that there has been no cooperation, and described various acts <br />of vandalism by unknown persons. <br />Discussion followed regarding the fact that these are separate issues from <br />the building abatement proceedings. <br />Don Bryant, attorney from Legal Aide, representing Mr. and Mrs. Escobedo, <br />suggested that from the testimony regarding the recent inspections, they have <br />made much progress in correcting the violations. <br />---------------------------------------------------------------------------------- <br />(Council recessed from 9:25 to 9:35 p.m.) <br />---------------------------------------------------------------------------- - - - - -- <br />11. Status report - Transitional Housing Facility (203 -04) <br />Report of City Manager and Community Development Director 11/20/85 <br />Housing Officer Church referred to the report regarding the directive by <br />Council for the Housing and Human Concerns Committee to investigate and make <br />recommendations regarding the homeless in Redwood City, and the subsequent <br />recommendation of the Committee to establish a shelter. Response to <br />requests for proposals sent to potential operators of the facility was <br />received from the Emergency Consortium of Santa Clara County and found by the <br />Committee to be responsive to the City's requirements. Mr. Church indicated <br />that a more detailed report and proposal will be brought back to Council in <br />January <br />---------------------------------------------------------------------------- - - - - -- <br />13. Recommendation re multi - family housing bond issues for <br />issuing of processing fee (408 -01) <br />Report of City Manager and Community Development Director 11/25/85 <br />As a condition of issuance by the City of $28,000,000 in mortgage revenue <br />bonds for a 304 unit apartment development in Redwood Shores, Paragon has <br />made a $90,000 payment to the City to insure reimbursement for staff costs <br />related to the bond issue process.
