IREPORT To the Honorable Mayor and ,C.,ity Council <br /> <br /> From the City Manager <br /> <br />June 3, 2002 <br /> <br />Subject <br />Maintenance Agreement with CalTrans for new Highway 101 Bicycle Path. <br /> <br />Recommendation <br />By Resolution, approve the maintenance agreement with the State of California Department <br />of Transportation (CalTrans), and authorize the City Manager to enter into the maintenance <br />agreement for the City to maintain the new bicycle path to be constructed by CalTrans <br />between Whipple Avenue and Sky Way frontage road adjacent to Highway 101. <br /> <br />Background <br />CaITrans is now ready to proceed with the construction of a new bicycle path adjacent to <br />Highway 101 between the Whipple Avenue on-ramp and Sky Way frontage road in San <br />Carlos. CalTrans will construct the path if- and only if- the City of Redwood City agrees <br />to maintain the path. <br /> <br />The construction of the new path is consistent with the Council priorities for alternative <br />transportation. The new path (approximately one mile long) will improve bicycle access <br />between Whipple Avenue and Redwood Shores / San Carlos. When combined with the <br />Blomquist Street extension, this path will create bicycle access along the full length of <br />Redwood City adjacent to Highway 101. <br /> <br />CalTrans will perform the construction as part of the lane widening of Highway 101 and has <br />agreed to include as part of the project, the installation of a 24-inch recycled water <br />transmission line under the bike path. A separate contribution agreement for the <br />construction of the recycled water line will be signed by the City (see companion staff <br />report, "Caltrans Contribution Agreement-Recycled Water Line Cost Share"). <br /> <br />The City will have the maintenance responsibilities for the entire length of the bicycle path <br />which include: <br /> <br /> · path surface maintenance- sweeping and re-striping <br /> · the shoulder adjacent to the path - keeping the grade level with the path <br /> · eastern boundary (bayside) fence and slope <br /> · signage, litter, and graffiti <br /> · weed abatement <br /> <br />The City will be allowed access to the path for the required maintenance activities. Other <br />access to the path will be restricted. <br /> <br /> Page 1 of 2 <br /> <br /> <br />
