CalTrans will request funding approval for the project from the California Transportation <br />Commission on June 12, 2002. The construction is expected to be completed in November, <br />2004. CalTrans requires an approved maintenance agreement in order to get funding <br />approval for the project from the California Transportation Commission on June 12, 2002. <br /> <br />Therefore, staff is requesting that the Council authorize the City Manager to enter into the <br />maintenance agreement with CalTrans. <br /> <br />Alternatives <br />There are three alternatives to this action. <br /> (1) Do not enter into the agreement. As a result, the bicycle path will most likely not <br /> be included as a par~ of the 101 lane widening. There will be less continuous <br /> bicycle access through Redwood City. The recycled water line may also not be <br /> installed. <br /> <br /> (2) Re-negotiate the agreement with the State of California for less maintenance <br /> responsibilities. Staff believes that the maintenance responsibilities are <br /> appropriate in order to construct the bicycle path. The City would not be able to <br /> participate in the construction of this path without this cost-shared approach. <br /> <br /> (3) Many individuals would like the bike path to be along the Bair Island levee with <br /> a new bridge crossing the slough at the north end. This plan has met stiff <br /> opposition from the many permitting agencies and may never come to fruition. <br /> The CalTrans proposed bike path, although not the best location will provide <br /> bike, pedestrian and jogging access from Redwood Shores to Redwood City. If <br /> we wait for a better bicycle path alignment, we will jeopardize the placement of <br /> the recycled water pipe along Highway 101. <br /> <br /> (4) Negotiate with the City of San Carlos for reimbursement for the portion of the <br /> bicycle path (460 feet) that will be located in San Carlos. This alternative can be <br /> pursued, however, staff did not want to predicate the construction of the path on <br /> an agreement with San Carlos. If this agreement cannot be formulated, staff did <br /> not want to miss the opportunity to have a bicycle path constructed - and <br /> recommends proceeding with the agreement. <br /> <br />Fiscal Impact <br />There is currer~tly no maintenance budget for this project. Funds would have to be <br />budgeted starting in Fiscal Year 2004-2005. At that time, approximately $10,000 to <br />$20,000 would be necessary for the first two years of maintenance.
