REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />June 3, 2002 <br /> <br />Subject <br />Contribution Agreement with CalTrans for Highway 101 Bicycle Path - Recycled Water Line <br />Cost Share. <br /> <br />Recommendation <br />By Resolution, approve the Contribution Agreement with the State of California Department <br />of Transportation (CalTrans), and authorize the City Manager to enter into the Contribution <br />Agreement for the City to pay 100% of the actual cost of the installation of a 24-inch <br />recycled water line under the new bicycle path to be constructed by CalTrans between <br />Whipple Avenue and Sky Way frontage road adjacent to Highway 101. <br /> <br />Background <br />CalTrans is ready to proceed with the construction of a new 12-foot wide bicycle path <br />adjacent to Highway 101 between the Whipple Avenue on-ramp and Sk'~/Way frontage <br />road in San Carlos. CalTrans.will perform the construction as part of the lane widening of <br />Highway 101 and has agreed to include as part of the project, the installation of a 24-inch <br />recycled water transmission line under the bike path. The pipeline will be capped at both <br />ends for future connection to the Redwood City recycled water system planned for 2005. <br /> <br />On January 28, 2002, the City Council approved Task Order No. 1 to the professional <br />consulting engineering services agreement with Kennedy/Jenks Consultants, which <br />authorized staff and Kennedy/Jenks to begin working directly with CalTrans, the San Mateo <br />County Transportation Authority and their design consultants to conduct a pre-design study <br />of the proposed Highway 101 bike path recycled water transmission line and develop a <br />checklist of all technical requirements, permits, constraints and potential costs associated <br />with the work. <br /> <br />On March 11, 2002, the City Council approved Task Order No. 3 to the professional <br />consulting engineering services agreement with Kennedy/Jenks Consultants, which <br />authorized Kennedy/Jenks to design the recycled water pipeline alignment and prepare <br />construction drawings, specifications, cost estimates and to provide support services dudng <br />bidding. <br /> <br />The plans and specifications for the recycled water line have been completed. The <br />estimated cost is $2,151,000, including engineering design, construction and contingencies. <br /> <br />CalTrans requires an approved contribution agreement with the City of Redwood City, in <br />order to get funding approval for the project from the California Transportation Commission <br /> <br /> Page 1 of 2 <br /> <br /> <br />
