The construction is expected <br /> to begin in January, 2003 and be completed in November, 2004. <br /> <br /> Therefore, staff is requesting that the Council authorize the City Manager to enter into the <br /> contribution agreement with CalTrans. <br /> <br /> Alternatives <br /> Two alternative alignments were considered and rejected because of the increase in <br /> construction costs and because they are not considered feasible: <br /> 1 ) Install the pipeline through Inner Bair Island. This alternative would require crossing <br /> through a national wildlife refuge and would require approval from a number of <br /> federal agencies and because of the existence of two endangered species this <br /> alternative is not considered feasible, in addition to being $2,500,000 more <br /> expensive because it is longer and the construction more complicated within the <br /> bay's tidal area. <br /> 2) Install the pipeline along Industrial Road.
