iREPOR T To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />June 3,2002 <br /> <br />Subject <br />Appeal of a sign permit denial by the Architectural Review Committee (ARC) for an <br />exception (per Section 3.79(c) of the Redwood City Sign Ordinance) to permanently keep a <br />nonconforming freestanding sign at 1630 Broadway (Redwood General Tire Company). <br /> <br />Recommendation <br />Uphold the decision of the ARC to amortize an existing 26 foot tall freestanding sign over <br />a 7-year period (meaning the sign would have to be removed by June, 2006). <br /> <br />Background <br />The Redwood City Sign Ordinance was adopted June 28, 1999 after several public <br />hearings and was followed by a Citywide mail out of notices to all City businesses in May, <br />2000. Enforcement of the Ordinance was initiated in July, 2000. Per recommendation of <br />the City Council, compliance Notices are currently being sent out according to a planned <br />two-year enforcement program. <br /> <br />The applicants and owners of the Redwood General Tire Company at 1630 Broadway <br />were notified on January 28, 2002 that their business site contained several sign code <br />violations. The violations included exceeding the maximum allowed site signage square <br />footage for. the property and a nonconforming freestanding sign. The applicant <br />subsequently submitted a sign permit application requesting an exception to the Sign <br />Ordinance in order to permanently keep all existing signage. That application was <br />reviewed by the ARC on March 12, 2002 (see attachment 1) and was denied the exception <br />to retain the freestanding sign. The ARC also required that the applicants comply with the <br />maximum signage area requirements prescribed by the Ordinance. <br /> <br />The applicants received a Notice of Official Action with related findings on March 13, 2002 <br />(see attachment 2), and filed an appeal with the City Clerk regarding this matter on March <br />15, 2002. The applicants are in agreement regarding the removal of any excessive site <br />signage from the subject property. The sole reason of this appeal is to retain the <br />nonconforming freestanding sign. <br /> <br />Redwood General Tire Company is located in the General Commercial District ("CG") on <br />the east side of Broadway, one lot north of the Chestnut Street intersection. The main <br />building fronts on both Broadway and Marshall streets (see photo, attachment 3). <br />The site signage consists of the following: <br />· One freestanding sign (double pole design, 120 square feet, 26 feet tall) identifying the <br /> company name with five smaller miscellaneous signs near the base. <br />· Four painted wall signs (totaling 196 square feet). <br /> <br /> <br />
