Vehicular traffic speeds through the segment will likely decrease because of the <br /> increased "traffic friction" that will result from higher vehicle per lane density and the <br /> increased number of on-street parking spaces. With the current configuration of two <br /> lanes in each direction, a vehicle can pass to the left around another vehicle <br /> maneuvering in or out of the existing parallel spaces. With only one lane in each <br /> direction, vehicles making parking maneuvers may block travel lanes. However, this will <br /> be less of a problem at the new angled spaces, where less maneuvering is required. <br /> <br /> The lane configuration at the intersections along Broadway will be modified to conform <br /> to the new plan. The number and type (i.e. straight, left turn, right turn) of lanes on each <br /> approach will vary by intersection based on turning volumes. At the busiest <br /> intersection, Broadway/El Camino Real, there are currently two approach lanes in each <br /> direction on Broadway, one shared through/left and one shared through/right lane. The <br /> approach lanes will be modified as follows: eastbound lanes will be changed to one <br /> shared left/through and one right only, and the westbound lanes will be changed to one <br /> left turn only and one shared right/through (see attached diagram). This will only be a <br /> minor change for the westbound direction as the left-most lane is effectively functioning <br /> as left turn lane now. Changing to a separate left rum lane westbound should enhance <br /> safety. <br /> <br />Although the number of approach lanes at the intersection will not change (only their <br />assigned movement), and the level of serwce at the signal should not be affected <br />significantly, the queue lengths will be longer because of the single lane feeding into the <br />two approach lanes in both directions. Longer queues can be expected at all of the <br />intersections within the segment because of the reduction in number of lanes, but traffic <br />will still operate at an acceptable level of service. <br /> <br />In an effort to assist unfamiliar drivers to continue eastbound on Broadway where <br />Broadway turns to the right at its intersection with Arguello Street and Marshall Street, <br />the eastbound curb lane approaching the intersection will be reconflgured into a right <br />turn only lane and special Broadway pavement legends will be installed as well as a <br />new directional Broadway sign. The curb lane in the westbound direction will also be <br />reconfigured into a right turn only lane; vehicles in this lane will have to turn right onto <br />Perry Street. This will facilitate the reduction from two lanes to one lane on westbound <br />Broadway, while maintaining a route for vehicles to clear the Caltrain tracks, if <br />necessary. <br /> <br />If approved on June 3, 2002, installation of the modified lane configuration will be <br />divided into two phases to allow implementation on the important segment east of El <br />Camino Real to occur as soon as possible. The segment of Broadway west of El <br />Camino Real is scheduled for slurry seal pavement resurfacing in July, which will delay <br />the re-striping on that segment, possibly until August. The modified striping plan on <br />Broadway east of El Camino Real will be installed on a weekend in June, and is <br />tentatively scheduled for Saturday and Sunday, June 8th and 9th. Any closure of the <br />street or major portions of the parking spaces necessitated by the installation work will <br />be limited to morning hours before Noon, as much as possible.
