Item No. 1 (continued) <br />M /S: Chandler /Greenalch to deny the appeal of Peter Uccelli and to uphold <br />the decision of the Zoning Administrator to grant a Use Permit for an indoor <br />theatre to Syufy Enterprises, 555 East Bayshore Road, with all Conditions 1 <br />through 10 i n c l u d e d : <br />1. The area noted for "future development" shall be reserved for a minimum <br />of two years for use as parking if determined to be necessary by the <br />City. <br />2. Parking attendants shall be provided every Friday and Saturday night to <br />direct on -site traffic away from East Bayshore Road so that traffic does <br />not back up onto the roadway. <br />3. Adequate on -site traffic control measures shall be implemented as <br />required by the City to allow free flow of traffic on East Bayshore <br />Road. These measures may include blocking the westerly entrance during <br />peak periods in order to fully use the left turn lane in front of the <br />property. <br />4. Should traffic from the theatre cause the level of service to reach "F" <br />on Whipple Avenue or the approaches to Whipple Avenue as determined by <br />the City's Traffic Engineer, the owner shall be required to close one or <br />more theatres until the problem can be mitigated. <br />5. An adequate stonn drain system shall be designed and constructed for the <br />entire site, including the parking lot. This drainage system shall be <br />designed to the satisfaction of the Engineering Division. <br />6. The building shall be constructed so that it will not be located within <br />the flood plain. <br />7. The applicant shall pay the entire cost of improvements to Whipple <br />Avenue, Veterans Boulevard, and East Bayshore Road, including a dual <br />left turn lane on Veterans Boulevard and widen the East Bayshore Road <br />northbound approach to the Whipple Avenue /Northbound 101 ramp <br />intersection to two lanes, and install signals. <br />8. An Architectural Permit shall be obtained for all buildings, <br />landscaping, signs, and lighting as required by Article 45 of the <br />Zoning Ordinance. <br />9. Curbs, gutters, sidewalks, and street lights shall be installed along <br />the frontage of the property as required by the Engineering Division. <br />10. The applicant shall adequately verify the estimated trip distribution <br />with the Engineering Division prior to issuance of the Building Permit. <br />CLARIFICATION: In response to statement of Planning Director Patterson, Vice <br />Mayor Chandler with the consent of his second, said that the motion includes <br />the two additional improvements included in Figure 11 on page 34 of the BKF <br />Traffic Study of February 22, 1988. <br />MINUTE BOOK NO. 47 <br />Page No. 523 <br />Reg.Mtg. <br />3/14/88 <br />Page 4 <br />
