Item No. 2 (continued) <br />COMLssica also found that spit�ti'0 O�omic, social and other <br />considerations made infeasible other mitigation manures and the <br />Project alternatives identified, or discussed, in the final SIR <br />with respect to those impacts which cannot be fully mitigated. <br />Notwithstanding the significant effects upon the environment <br />which could not be mitigated, the Planning Commission balanced <br />the perceived benefits of the proposed Project against the <br />unavoidable environmental risks, made certain overriding <br />considerations, and determined to approve the Project Ines. so. <br />PC ae -2►. <br />7. Thin Proponent, and those parsons speaking on behalf of <br />the Proponent, identified as one of, if not the most significant, <br />purpose of the Project to be the advancement of the smog titive <br />position of the hospital with other health care providers. said <br />Proponent and speakers identified the Project as being an <br />attraction for renowned physicians and other medical <br />professionals whose appeal would attract patients and wbose <br />proximity to the hospital, would enhance use of the hospital's <br />facilities. <br />6. Opponents of the Project identified the significant <br />effects upon the environment, especially the land use conflicts, <br />effects of increased traffic, and increased parking demands as <br />grounds for denial. <br />!. The Project is located in the 'PO' (Professional <br />Office) zoning district (Ordinance No. 1130, as amended ['coning <br />Ord.'I, 511.1, at seq.). <br />10. A planned development permit may be issued if the <br />Planning Comission or, on an appeal, the City Council, finds <br />that doing so is appropriate to carry out the objectives of the <br />Zoning Ordinance (coning Ord. 516.6). <br />11. The objectives of the coning Ordinance with respect to <br />planned development permits are as follows. <br />'To provide a vehicle for planned development within <br />the existing zoning structure of the City of Redwood City= <br />to encourage flexibility of design and development of land <br />in such a manner as to promote its most appropriate uses to <br />encourage the use of modern concepts in the solution of <br />aesthetic and functional problems in the development of <br />large building sites; to encourage and allow the <br />diversification in the relationship of various building <br />structures and open spaces in residental building <br />developments; and to encourage the development of open space <br />and recreation opportunities close at boms.• Ironing Ord. <br />5 16.1). <br />12. The objectives of the coning Ordinance with respect to <br />issuance of planned development permits also include achievement <br />of the purposes of the PO zoning district as follows: <br />'To provide a district for office type uses with yard <br />and open space and architectural requirements similar to <br />those in residental districts in order that such uses can be <br />located in close proximity thereto.'
