Item No. 2 (continued) <br />• ..to protect the health, safety, peace, morals, <br />comfort, convenience and general welfare of the people of <br />the Aedwood City, and to serve as an instrnesnt for the <br />effectuation of the General Plan. Ord. fl.l). <br />19. The General Plan designation for the property on which <br />the Project is proposed to be constructed is *Quasi- public <br />Institutional', a designation consistent with the Hospital's <br />operation. <br />14. The height of the proposed Project exceeds that <br />specified by the PO zoning district regulations (Zoning Ord. <br />S1.5), but, under the planned development permit regulations <br />maximum heights for structures may be modified (Zoning Ordin. <br />S46.7). <br />15. notwithstanding the authority to exceed zoning district <br />height regulations under the planned development permit <br />regulations, the proposed Project does not carry out the <br />objectives of the planned development permit regulations because: <br />(i) The size and placement of the proposed office building <br />and parking structure do not promote the most <br />appropriate use and development of the land as <br />presently zoned, to wit: for professional offices with <br />yard and open space and architectural requirements <br />similar to those in residental districts (Zoning Ord. <br />SS46.1; cf., 511.1); <br />(ii) The size and placement of the structures do not <br />encourage and allow diversification in the relationship <br />of buildings and open spaces because they tend to <br />emphasize, rather than diminish, the intensive <br />institutional use of the land for health care and <br />related purposes; <br />(iii) The proposed use of the land does not encourage the <br />development of open space and recreation opportunities <br />close at home because the proposed use is for <br />professional offices and related ccws►ercial purposes. <br />16. The Project does not advance the objectives of the PO <br />zoning district regulations because the proposed use is not an <br />office type use with yard and open space and architectural <br />requirements similar to those in residental districts, but rather <br />imitates and intensifies the institutional use of the property <br />consistent with the Hospital's operations Icf., Zoning Ord. <br />S11.1). <br />17. The Project does not advance the general objectives of <br />the Zoning Ordinance because: <br />41) The proposed use is not consistent with the General <br />Plan designation for the property; <br />(11) it does not promote the health, safety, comfort, <br />convenience and general welfare because the intensive <br />professional office /commercial /institutional land use <br />nature of the Project conflicts with the single family <br />residental surrounding area, not only in appearance, <br />but in related effects such as the demand for parking <br />and the extensive increase in vehicle trips on streets <br />primarily serving residental uses. <br />Reg.Mtg. <br />MINUTE BOOK NO. 47 3/14/88 <br />Page No. 527 Page 8 <br />
