Amendment to Inducement Resolution for mortgage revenue <br />bonds (Paragon) (408 -01) <br />Report of City Manager 1/18/85 <br />Assistant to City Manager Margolis presented the subject report. <br />In response to question with regard to limits on the City regarding mortgage <br />revenue bonds, City Attorney Schricker said that it is a federal program with <br />a limitation to the State, but any limit on individual cities may not be a <br />"knowable" figure in the usual sense, acknowledging that the question had <br />been asked previously. <br />James A. Hildebrand, attorney representing bond counsel, Wilson, Morton, <br />Assaf & McElligott, San Mateo, said that limitations on the bonds are partly <br />a matter of meeting tests established by the State. Mr. Hildebrand stated he <br />was not aware of any reason the proposed amendment must be enacted this <br />evening and offered to obtain answers to the questions concerning Council in <br />time for the next meeting, if Council wished to withhold action now. <br />In response to question regarding whether the increase in bonds would involve <br />an increase in the number of units to be made available to low /moderate <br />renters, Mrs. Margolis said that the required percentage of total is 20% with <br />no change, if the cost per unit is higher than anticipated. <br />Reg.
