Item No. 2 (continued( <br />In response to question, Ms. Bangert said that the recreational vehicles and <br />boats stored in the property proposed to be used for the overnight park <br />_. created no problems as no one lived there and the vehicles were seldom <br />moved. <br />Winnie Brown, 3015 East Bayshore Road, said she is an eight -year resident of <br />Harbor Village and 34 -year resident of the City. Ms. Brown suggested that <br />Mr. Engel make use of his permit for 19 or 20 additional permanent mobilehome <br />units. She suggested residents would shop in Redwood City while transients <br />would not and the low cost housing is needed. She urged Council to deny the <br />appeal. <br />Susan Morrison, 3015 E. Bayshore Road #132, said that the park is home to 300 <br />people, including many retirees who prefer a quiet home. She suggested that <br />the proposed use will bring increased traffic, reduced safety and security, <br />lack of privacy, increased noise, increased need for police visits, and <br />probably use of owner recreational facilities, unless someone is paid to <br />verify users of the facilities who are entitled to use them. Ms. Morrison <br />said the proposed use is not consistent with present use. <br />Joyce Pennel, President, Golden State Mobilehome Owners League, cited <br />increased noise, increased strain on owner recreational facilities, increased <br />traffic, lack of security and privacy as the likely results of the proposed <br />use. Ms. Pennel noted that Mr. Engel has rules and regulations for permanent <br />park residents. In response to request of Mr. Schricker, she described them, <br />stating that rules include that it is an adult park with no residents under <br />18 years of age allowed, that no pets are allowed, and regulations govern use <br />of facilities. She inquired as to whether the same rules and regulations <br />could be expected to govern those using the campground. Ms. Pennel suggested <br />there is greater need for additional permanent units than for the transient <br />park. <br />Evelyn Bau lch, 3015 E. Bayshore Road, said she had moved to the permanent <br />adult park by choice and that the former storage area created no problems. <br />She suggested owners of the 19 or 20 new units which are allowed would be <br />welcome and observed there is nothing to prevent the owner of a recreational <br />vehicle from moving to another space after the expiration of the 59 -day <br />state - allowed transient maximum stay. Ms. Baulch also noted her concern <br />regarding reduced value of her investment in her mobilehome. <br />Discussion continued and Mr. Engel and Mr. Wood replied to questions and <br />commented concerning details of the testimony from mobilehome park residents, <br />the manner in which they might meet their objections and the nature of the <br />ownership of the adjacent properties. <br />(Council recessed from 9:20 to 9:32 p.m.) <br />In response to request from Council, Lloyd Greely, owner of Trailer Village <br />Park in the unincorporated area near Harbor Village, described the present <br />use of his park for both permanent and transient vehicles. Mr. Greely <br />reported no problems of the kind anticipated, but noted that his permanent <br />residents were aware of the transient use existing before moving there.
