Item No. 2 (continued) <br />had need for space for recreational vehicles for limited time and mentioned <br />as examples construction supervisors working in the area, persons who had <br />reason to be near Stanford Hospital, etc. <br />Patrick Wood (see above) summarized his remarks on behalf of Albert Engel, <br />suggesting most objections of residents could be accommodated. <br />Joyce Pennel (see above) summarized comments of residents, stating that the <br />proposed accommodations would not respond to the problems anticipated. <br />M /S: Rhodes /Chandler to close the public hearing <br />Carried unanimously by voice vote, public hearing closed at 9:58 p.m. <br />In response to question, Mr. Schricker said that a time limit could be <br />placed on the Use Permit, if it is granted. <br />M /S: Chandler /Stangel to grant the appeal of Vaughn L. Shahinian, on behalf <br />of Albert and Susan Engel with a time limit of one year to be placed on the <br />Use Permit, and if, following review at the end of that period, the use is <br />determined to be incompatible with the existing park, then Council could make <br />changes; that the rules, regulations and conditions for the operation of the <br />park be worked out with the Planning Commission; and that it is not necessary <br />to construct the proposed concrete noise attenuation wall until after the <br />one -year review. <br />The motion failed on the following roll call vote. <br />Ayes: Councilmen Chandler and Stangel <br />Noes: Councilmen Bury, Claire, Mosher, Rhodes and Mayor Britschgi <br />M /S: Claire /Mosher: to deny the appeal of Vaughn L. Shahinian, appellant on <br />behalf of Albert and Susan Engel and uphold the decision of the Zoning <br />Administrator to deny the application for the Use Permit for addition of 26 <br />recreational vehicle spaces, 3225 East Bayshore Road, based upon the <br />following findings: <br />1. The overnight area is separated from the main trailer park by a fence. <br />2. As a self- contained trailer park, it lacks the necessary 3 acres minimum <br />parcel size. <br />3. The land is in two separate ownerships, and most of the trailer spaces <br />are less than the required 20 feet from a property line. <br />4. A minimum of 5,200 square feet of recreational area is required for 26 <br />trailer sites, and none is provided. <br />5.
