Item No. 3 (continued) <br />Vice Mayor Marquez - Mosher, Chair of the Legislative Committee presented the <br />subject report. <br />M /S: Claire /Stangel to approve Legislative Report 85 -1. <br />Carried unanimously by voice vote. <br />MINUTE ORDER N0. 85 -15 <br />4. Mobilehome Owners Rent Stabilization Report (301 -06) <br />Councilman Chandler, Chairman of the Mobilehome Rent Stabilization Committee, <br />presented the Committee Report of January 28, 1985. He noted that there has <br />been some disagreement regarding details of the report, and the Committee has <br />requested that leases be drawn up for review. <br />M /S: Rhodes /Claire to proceed with the recommendations of the subject <br />Committee. <br />MOTION WITHDRAWN: Upon advice of Councilman Chandler that no motion is <br />required at this time, Councilman Rhodes withdrew his motion. <br />---------------------------------------------------------------------------- - - - - -- <br />GENERAL <br />Mayor Britschgi reported receiving a letter from President Dodge of the Port <br />Comission asking that two members of the City Council meet with the Port <br />Commission on February 13, 1985. Mayor Britschgi said that he has appointed <br />Vice Mayor Marquez - Mosher and Councilman Claire to do so, and they have <br />accepted. (301 -06) _ <br />REPORTS OF CITY MANAGER <br />5. Establishment of Assessment District - Seaport <br />Boulevard Reconstruction and Landscaping Project <br />(407 -02) <br />Report of City Manager and Director of Public Works 1/29/85 <br />City Manager Smith presented the subject report and reported that a letter <br />has been received from the Corps of Engineers and the permit has cleared all <br />environmental agencies. He said he would like to thank the agencies for <br />their cooperation. Mr. Smith also reported a petition has been received from <br />property owners to establish the proposed assessment district, and he <br />introduced the attorney and engineer for the project. <br />Phil Assaf, attorney, Wilson, Morton, Assaf & McElligott, San Mateo, a law <br />firm specializing in the type of assessment district financing proposed, <br />described the legal procedures involved. He reported that at least 60% of <br />the affected property owners had signed the petition in favor of the district <br />and that the Engineer's Report has been received. Mr. Assaf reviewed notice <br />requirements and said that bids are scheduled to be received on March 5, so <br />that all costs will be known by the March 11, 1985, public hearing date.
