Item No. 5 (continued) <br />Peter Bohley, Brian- Kangas -Foulk & Associates, engineers for the project, <br />presented his report using a projection to indicate the property involved. <br />Mr. Bohley stated that the project has two components: 1) Seaport Boulevard <br />Reconstruction which is required of Lincoln Properties; and 2) Landscape and <br />Irrigation which is the obligation of all properties in the District. <br />In response to question, Mr. Bohley commented concerning the properties not <br />included in the District, noting that the properties are not fully developed, <br />and the owners could, therefore, be expected to object, so it is considered <br />preferable to proceed with the needed project without them. <br />Mr. Smith said that three unresolved questions remain: 1) revision of the <br />agreement for reimbursement involving Lincoln, the Redevelopment Agency and <br />the City; 2) the assessment formula for the landscape project; and 3) the <br />form maintenance will take, since the City will not assume 100% of the cost. <br />Mr. Assaf explained that the project includes the cost of landscaping, but <br />those bonds would not be sold until later. He said landscaping is included <br />now so that there would not be a second lien on bonds which would affect the <br />interest rate. In response to question, Mr. Assaf said that those not in the <br />District would not be assessed for the project at such time as they may be <br />developed, but it may be possible to use other means to allow them to be <br />charged for the benefit. <br />Title read.
