2. Presentation of new County Jail facility (704 -05) <br />David Nichols, County Manager, reported that the County has received a State <br />grant of $8.2 million toward jail construction with the County providing a <br />required matching amount for that purpose. Mr. Nichols described the <br />overcrowded conditions at County jails and other detention facilities and <br />said the funds will be used to improve and expand the main jail in Redwood <br />City. The new project is a minimum security jail to be constructed on <br />Winslow Street where the County will have the advantage of being able to <br />connect the new building to the 401 Marshall Street building by an upper <br />floor, enclosed bridge. <br />Patrick Sullivan, Patrick Sullivan & Associates, architects, 542 High Street, <br />Palo Alto, presented drawings and a scale model of the South County Detention <br />Facility to be constructed on Winslow Street. He called attention to the <br />office -like exterior, noting that windows will be small and high on each <br />floor and will be coated and barred from the inside to avoid a jail <br />appearance while meeting use requirements of the building. Persons outside <br />will not be able to see into the building. <br />Discussion followed and Mr. Nichols and Mr. Sullivan replied to questions and <br />commented concerning use of areas of the building; the number of additional <br />spaces now available in the main jail; the handling of visitors and parking; <br />use of the bridge to move prisoners from one building to the other; and the <br />general approval of neighboring businesses. <br />Mayor Britschgi thanked Mr. Nichols and Mr. Sullivan for the presentation. <br />ORAL COMMUNICATIONS <br />James Vossen, 36 St. James Court, Daly City, reported being stopped by police <br />officers in the City, stating there was no reason to do so. Mr. Vossen also <br />stated that he was not given a sobriety test, contrary to the police report, <br />and asked that an apology be made to him. <br />MEMO 2/14/85 <br />REPORTS OF BOARDS AND COMMISSIONS <br />Non - Agenda Item <br />Councilman Claire, Chairman of the Parking Committee, distributed copies of <br />the Committee report of February 11, 1985, containing recommendations. <br />Councilman Claire also said that the County Employees Parking Study is <br />complete and will be provided to Council members in the next packet. <br />M /S: Chandler /Mosher to accept the recommendations of the Parking Committee <br />with documents to be prepared as needed and placed on the Consent Calendar at <br />a later date as follows: <br />Reg.
