2. Presentation of new County Jail facility (704 -05) David Nichols, County Manager, reported that the County has received a State grant of $8.2 million toward jail construction with the County providing a required matching amount for that purpose. Mr. Nichols described the overcrowded conditions at County jails and other detention facilities and said the funds will be used to improve and expand the main jail in Redwood City. The new project is a minimum security jail to be constructed on Winslow Street where the County will have the advantage of being able to connect the new building to the 401 Marshall Street building by an upper floor, enclosed bridge. Patrick Sullivan, Patrick Sullivan & Associates, architects, 542 High Street, Palo Alto, presented drawings and a scale model of the South County Detention Facility to be constructed on Winslow Street. He called attention to the office -like exterior, noting that windows will be small and high on each floor and will be coated and barred from the inside to avoid a jail appearance while meeting use requirements of the building. Persons outside will not be able to see into the building. Discussion followed and Mr. Nichols and Mr. Sullivan replied to questions and commented concerning use of areas of the building; the number of additional spaces now available in the main jail; the handling of visitors and parking; use of the bridge to move prisoners from one building to the other; and the general approval of neighboring businesses. Mayor Britschgi thanked Mr. Nichols and Mr. Sullivan for the presentation. ORAL COMMUNICATIONS James Vossen, 36 St. James Court, Daly City, reported being stopped by police officers in the City, stating there was no reason to do so. Mr. Vossen also stated that he was not given a sobriety test, contrary to the police report, and asked that an apology be made to him. Councilman Claire also said that the County Employees Parking Study is complete and will be provided to Council members in the next packet.
