Stangel <br />Mid -Year Budget Review Session <br />MINUTES <br />CITY COUNCIL <br />MID YEAR BUDGET REVIEW SESSION <br />February 23, 1985 <br />Veterans Memorial Senior Center <br />CALL TO ORDER - 9:08 a.m. Mayor Britschgi presiding <br />ROLL CALL <br />Councilmen present: Bury, Chandler, Mosher, Rhodes, Stangel and Mayor Britschgi <br />Councilmen absent: Claire <br />Officials and staff present: Smith, Schricker, Tasseff, Hildebrand and department <br />heads and major assistants. <br />I. MID -YEAR FINANCIAL REPORT AND REVIEW <br />(1984 -85 Mid -Year Budget Review prepared by the Office of the City Manager, <br />February 1985 and other reports as listed below) <br />City Manager Smith presented <br />of the proposed presidential <br />expected revenue sharing and <br />eliminated. Mr. Smith noted <br />on staff with no increases i <br />the 1985 -86 budget. <br />A. Revenues <br />B. Expenses <br />C. Forecasts <br />the subject Review and stated that while the effects <br />budget will not be known for some time, it is <br />transportation subsidies will be reduced or <br />also that there have been rapidly increasing demands <br />n personnel and that union negotiations will affect <br />Finance Director Tasseff presented his report of February 12, 1985, to the City <br />Manager and he and Assistant Finance Director Becker reviewed each of the attached <br />analyses. Mr. Tasseff also commented generally on the relationship of the <br />improved economy to the City and observed that only conjecture is possible at this <br />time with regard to the proposed federal budget. <br />In response to statement of Mayor Britschgi that the National League of Cities has <br />requested City Council comment be made to our congressman (Congressman Lantos) <br />regarding Revenue Sharing and Community Development Block Grant funds, Vice Mayor <br />Mosher said that the Legislative Committee will consider the subject at its next <br />meeting. <br />Budget Session <br />2/23/85 <br />MINUTE BOOK NO. 45 <br />Page No. 270 <br />
