Stangel Mid -Year Budget Review Session MINUTES CITY COUNCIL MID YEAR BUDGET REVIEW SESSION February 23, 1985 Veterans Memorial Senior Center CALL TO ORDER - 9:08 a.m. Mayor Britschgi presiding ROLL CALL Councilmen present: Bury, Chandler, Mosher, Rhodes, Stangel and Mayor Britschgi Councilmen absent: Claire Officials and staff present: Smith, Schricker, Tasseff, Hildebrand and department heads and major assistants. I. MID -YEAR FINANCIAL REPORT AND REVIEW (1984 -85 Mid -Year Budget Review prepared by the Office of the City Manager, February 1985 and other reports as listed below) City Manager Smith presented of the proposed presidential expected revenue sharing and eliminated. Mr. Smith noted on staff with no increases i the 1985 -86 budget. A. Revenues B. Expenses C. Forecasts the subject Review and stated that while the effects budget will not be known for some time, it is transportation subsidies will be reduced or also that there have been rapidly increasing demands n personnel and that union negotiations will affect Finance Director Tasseff presented his report of February 12, 1985, to the City Manager and he and Assistant Finance Director Becker reviewed each of the attached analyses. Mr. Tasseff also commented generally on the relationship of the improved economy to the City and observed that only conjecture is possible at this time with regard to the proposed federal budget. In response to statement of Mayor Britschgi that the National League of Cities has requested City Council comment be made to our congressman (Congressman Lantos) regarding Revenue Sharing and Community Development Block Grant funds, Vice Mayor Mosher said that the Legislative Committee will consider the subject at its next meeting.
