Mr. Tasseff reported that all utilities have now agreed to pay the utility user <br />tax with GTE Sprint expecting to be able to do so by September. <br />Attention was called to SB 290 (Foran) which would raise the gas tax 5¢ with 3¢ to <br />go to local government and 20 to transportation, and it was pointed out that <br />present income from the gas tax is less than half of the cost of maintaining <br />streets. <br />Mr. Becker reported on sales tax using projections of overall figures and graphs <br />for each sales category. Mr. Becker noted the increase in tax income from general <br />merchand isers. <br />PERSONNEL ALLOCATIONS FY 84 -85 (non Agenda item) <br />Director of Human Resources Irizarry presented a report on personnel allocation <br />and commented on police recruitment efforts and attempts to reduce the time for <br />the process. <br />---------------------------------------------------------------------------- - - - - -- <br />II. CITY -WIDE ISSUES <br />A. Long Range Planning <br />City Manager Smith referred to his report of February 22, 1985, regarding <br />organization of community development activities. <br />Planning Director Schroeter observed that the question is whether the City <br />wishes to do more planning, stating that, if so, consultants can be employed <br />for long range planning with staff doing day to day assignments, or staff <br />can be increased sufficiently to do both. He commented on whether it <br />is desirable to continue to accept development with no reference to a <br />community long range plan, stating that at present there is sufficient <br />demand by developers to make it possible for the City to screen applications <br />and raise standards. <br />Discussion followed concerning the reinforcement effect as better <br />development occurs; the justification for raising standards; the need for a <br />long range view of what is desired for the City; the desirability of <br />updating the General Plan Elements frequently; the requirement that the <br />Housing Element be updated every five years and the status of its review in <br />the City; and the prospective need for a redevelopment specialist, if <br />redevelopment occurs as anticipated. <br />CONSENSUS: Mayor Britschgi determined it to be the consensus of Council <br />that a reorganization of community development activities as outlined by the <br />City Manager in his report of February 22, 1985, is desired; that there is <br />a need to proceed with real planning process; and that something needs to be <br />done with regard to insuring that staff to cover redevelopment matters is <br />adequate. <br />(Council recessed from 10:45 to 10:55 a.m. ) <br />Budget Session <br />2/23/85 <br />Page 2 <br />MINUTE BOOK NO. 45 <br />Page No. 271 <br />
