B. Traffic Circulation Report of the City Manager and Director of Public Works 2/19/85 entitled "Traffic Accidents and Volumes Past and Future "; Report of the Director of Public Works to the City Manager, 2/13/85 entitled "City Traffic Engineer's Report - Anatomy of Traffic Accidents in the City of Redwood City "; and Department of Public Works Traffic Impact Study - East of Bayshore Freeway (Route 101) Ralston to Seaport Boulevard - Traffic Engineer Gee referred to the subject reports and used transparencies of some pages of accident statistics and graphs to review the data contained therein. Mr. Gee also used overlay transparencies indicating affects of development on traffic circulation and commented on the need for traffic management. Mr. Gee then indicated proposed solutions and recommendations including road extensions, bridges and other improvements which would relieve the traffic problems which would otherwise be created as development occurs. Mr. Gee said that he is optimistic about solutions because the involved government agencies and developers are actively discussing the subject. Discussion followed concerning the significance of the traffic issues and the need to address them; the fact that the Planning Commission has not yet received the comprehensive material presented today; the use of the traffic information in considering the Circulation Element of the General Plan for the entire community; and the role of the Planning Commission in reviewing the Element. Nita Spanqler, 970 Edgewood Road, suggested that Mr. Gee might make two or three presentations in the area in the evening for the benefit of nearby cities and planning commissions. CONSENSUS: Mayor Britschgi determined it to be the consensus of Council that a meeting be held in April with the Planning Commission for the purpose of commencing the study of the Circulation Element of the General Plan and that staff should move ahead with regard to the subject as it relates to the 1985 -86 Budget. (Council recessed for lunch from 12:12 to 12:48 p.m.) C. Aesthetics and Enforcement Report of City Manager 2/12/85 Assistant to City Manager Finigan reported on the activities of the Community Beautification Committee using a team approach. Mrs. Finigan said the approach is valuable but involves heavy personnel and paperwork which are costly. She suggested a code enforcement officer position could be created for the less technical work of responding to complaints and providing follow -up and coordination. She called attention to a sample nuisance abatement ordinance in use in some cities.
