CONSENSUS: Mayor Britschgi determined it to be the consensus of Council to <br />include provision in the 1985 -86 Budget for funds needed to improve <br />community aesthetics. <br />---------------------------------------------------------------------------- - - - - -- <br />D. Cultural Responsibilities <br />Proposed Cultural Element of the General Plan prepared by the Civic <br />Cultural Commission October 1984 <br />Recreation Superintendent Hartman presented the subject draft which will be <br />submitted to the Planning Commission and commented on the role and <br />activities of the Civic Cultural Commission. Mrs. Hartman noted that few <br />communities have large budgets for cultural programs and reported that a new <br />regional group of city employees is meeting to consider cultural programs <br />and events in the area. She pointed out that volunteers can and do take on <br />responsibility for running the program, but there is no staff and very <br />little budget for planning them. <br />CONSENSUS: Mayor Britschgi determined it to be the consensus of Council to <br />address the subject of culture in the 1985 -86 Budget more strongly than in <br />the past. <br />---------------------------------------------------------------------------- - - - - -- <br />E. Community Involvement /Communications <br />City Manager Smith said that no report had been prepared on the subject and <br />reminded Council that according to the new agreement with TCI, the cable <br />television company, the franchisee must provide studio facilities either at <br />Canada College or elsewhere for local programs. <br />Discussion followed concerning the need to develop civic pride and the means <br />of doing so. <br />Georqi LaBerae, of the Park and Recreation Commission recommended employing <br />a full or parttime professional community relations specialist to plan and <br />coordinate the City's public relations effort. <br />CONSENSUS: Mayor Britschgi determined that it is the consensus of most <br />Council members to approve looking into employing a parttime professional <br />community relations person for the City for the 1985 -86 Budget. <br />Vice Mayor Mosher also suggested that public relations efforts be directed <br />at the Hispanic community also. <br />---------------------------------------------------------------------------- - - - - -- <br />III.
