CONSENSUS: Mayor Britschgi determined it to be the consensus of Council to include provision in the 1985 -86 Budget for funds needed to improve community aesthetics. ---------------------------------------------------------------------------- - - - - -- D. Cultural Responsibilities Proposed Cultural Element of the General Plan prepared by the Civic Cultural Commission October 1984 Recreation Superintendent Hartman presented the subject draft which will be submitted to the Planning Commission and commented on the role and activities of the Civic Cultural Commission. Mrs. Hartman noted that few communities have large budgets for cultural programs and reported that a new regional group of city employees is meeting to consider cultural programs and events in the area. She pointed out that volunteers can and do take on responsibility for running the program, but there is no staff and very little budget for planning them. CONSENSUS: Mayor Britschgi determined it to be the consensus of Council to address the subject of culture in the 1985 -86 Budget more strongly than in the past. ---------------------------------------------------------------------------- - - - - -- E. Community Involvement /Communications City Manager Smith said that no report had been prepared on the subject and reminded Council that according to the new agreement with TCI, the cable television company, the franchisee must provide studio facilities either at Canada College or elsewhere for local programs. Discussion followed concerning the need to develop civic pride and the means of doing so. Georqi LaBerae, of the Park and Recreation Commission recommended employing a full or parttime professional community relations specialist to plan and coordinate the City's public relations effort. CONSENSUS: Mayor Britschgi determined that it is the consensus of most Council members to approve looking into employing a parttime professional community relations person for the City for the 1985 -86 Budget. Vice Mayor Mosher also suggested that public relations efforts be directed at the Hispanic community also. ---------------------------------------------------------------------------- - - - - -- III.
