ORAL COMMUNICATIONS <br />Joyce Pennell, President, Golden State Mobilehome Owners League ( GSMOL), 3015 <br />East Bayshore, suggested that mobilehome park owners are over - represented on the <br />Mobilehome Rent Stabilization Committee. Ms. Pennell objected to the presence of <br />representatives of members of WMA, the park owners association, stating that GSMOL <br />is also able to offer expertise with regard to leases, but was not allowed to do <br />so. She commented concerning objections of mobilehome park tenants to the <br />anticipated Committee recommendations which have not yet been submitted to <br />Council. Ms. Pennell urged close consideration of the Committee recommendations <br />when they are received. <br />Councilman Chandler, Chairman of the Mobilehome Rent Stabilization Committee <br />stated for the record that there are eight members on the Committee; that seven <br />members have been present at each meeting; that only members have voted; and that <br />the meetings are always open to the public. (301 -06) <br />REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES <br />1. Housing and Human Concerns Committee recommendation <br />re emergency shelters (302 -10) <br />Report dated 3/7/85 <br />Jack Greenalch, 870 Seminole Way, Chairman of the Housing and Human Concerns <br />Committee, thanked Councilman Rhodes, other members of the Council and City <br />staff for their assistance and interest in the subject project and introduced <br />Committee members who were present. Mr. Greenalch presented the subject <br />report in detail, commenting on the efforts of those who deal with families <br />needing housing assistance and noting that those seeking help are usually <br />employed but in low- paying jobs. He recommended the City establish an <br />emergency transitional family shelter for 30 -day stays during which time it <br />is usually possible to bring housing stability to the family. Mr. Greenalch <br />referred to the section of the report on sources of funding and read the <br />Committee recommendations, stating that the Committee would expect to return <br />with specific recommendations by July. <br />M /S: Rhodes /Claire to proceed to implement the recommendations contained in <br />the Housing and Human Concerns Committee Report of March 7, 1985, and to <br />thank the Committee for their prompt and complete report. <br />(Recommendations: <br />1. Based on the information in the HHCC Report of March 7, 1985 the City <br />move forward in establishing its own emergency shelter by assigning <br />the appropriate staff /committee members to determine: <br />a) suitable location. <br />b) availability of funding at Federal, State and local levels. <br />c) desired staffing patterns or non - profit agency to run the <br />facility. <br />Reg.
