The City should encourage the non - profit entity to work in <br />cooperation with local, County, State and Federal agencies, as well <br />as the private sector and the community at large to establish a <br />shelter network capable of serving the entire County.) <br />Discussion followed and Mr. Greenalch replied to questions and commented <br />concerning the need for the proposed short -term solution to housing problems; <br />the non - profit entity which would manage the shelter; the possibility for <br />abuse of the program and means to avoid it; the source of program users; the <br />use of Community Development Block Grant Funds; the experience of Menlo Park <br />with their shelter; the previous residence of users and whether they come <br />from Redwood City; the fact that there are landlords willing to cooperate to <br />assist the program; the kinds of other assistance from social workers and <br />public health nurses offered to those using the shelter program; the value of <br />the 30 -day period in making it possible for people to save toward a more <br />permanent rental and benefit from the other assistance offered; and the <br />intention of encouraging the Board of Supervisors to offer assistance also. <br />In response to question regarding the ethnic makeup of the prospective <br />program users, Aurora Veqa, social worker at Fair Oaks Community Center, said <br />that the truly homeless are mostly Anglo and Black, as Hispanics are more <br />likely to move in together even in impossibly crowded situations which create <br />often s o c i a l problems. <br />Steve Crichter,The Salvation Army, 525 Clinton, endorsed the report and said <br />he has already addressed the Board of Supervisors on the subject. He urged <br />Council to proceed with the program and mentioned that other supporting <br />agencies, particularly churches, are involved. <br />Kimberly Armentrout, A -1 Motel said that she and her husband cannot find a <br />landlord who will accept her three small children under the age of four. She <br />reported they are paying their own way at the motel, but would welcome <br />assistance to get into less expensive, more desirable housing. <br />Henrietta Conway, Administrative Secretary, Peninsula Covenant Church <br />Community Center, said that the Church is actively involved in helping <br />persons needing housing and food and that other churches are also active. <br />Shirley Ruud, 2415 University, East Palo Alto, a public health nurse, <br />mentioned the existence of nutrition problems among the families needing <br />housing and the assistance being provided. <br />Karen Ontiveros, 1015 Hilton, recipient of housing assistance under Section 8 <br />said that she and her four year old son cannot find housing at a rent <br />acceptable to the housing authority, even though she is able to make a <br />contribution to it. <br />The motion carried unanimously by voice vote. <br />MINUTE ORDER NO. 85 -35 <br />---------------------------------------------------------------------------------- <br />Reg.
