Item No. 1 (continued) <br />Mr. Assaf called attention to the petition filed with the City Clerk by <br />property owners who favor the District. <br />Dan Levin, Lincoln Property, commented on the meetings held with property <br />owners, stating they have orally agreed to the figures in the Engineer's <br />Report proposed to be adopted, with Lincoln and Portside agreeing to carry a <br />larger portion of the total cost. Mr. Levin said that the landscaping can <br />be redesigned to meet the objections regarding cost. <br />Mr. Assaf observed again that landscaping modifications can be made and a <br />final design will be necessary before bids for the work can be invited. He <br />noted that assessments can be reduced, but a new procedure would be required <br />if assessments were to be increased. <br />Bill McKay, Portside Associates, stated that his firm has suggested the <br />improvements since 1982, and believes they will greatly benefit the area and <br />the city as a whole, noting Portside and Lincoln are accepting a greater <br />share of the cost of the landscaping. Mr. McKay urged Council to proceed. <br />Mr. Smith stated for the record that Mr. Morey of Peninsula Building <br />Materials Co. was present at the time consensus was obtained orally from <br />property owners for the figures contained in the current proposed Engineer's <br />Report. <br />Discussion continued regarding the spread of assessment for landscaping <br />cost s. <br />Richard E. Gardella, attorney representing Mr. and Mrs. Lyngso, suggested his <br />clients might not object to the assessment as proposed in the current <br />Engineer's Report, but objected to the preliminary figures. <br />Mayor Britischgi invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br />M /S: Stangel /Chandler to close the public hearing. <br />Carried unanimously and public hearing closed at 8:45 p.m. <br />Title read.
