Item No. 2 (continued) <br />M /S: Chandler /Claire to accept the recommendations in Legislative Report <br />85 -3 and direct staff to correspond with legislators to inform them of <br />Council's position. <br />MINUTE ORDER NO. 85 -46 <br />SPECIAL ANNOUNCEMENT <br />Mayor Britschgi announced that this meeting marks the Fifteenth Anniversary of <br />Councilman Rhodes' membership on the City Council, and congratulated him on the <br />occasion. <br />---------------------------------------------------------------------------- - - - - -- <br />REPORTS OF CITY MANAGER <br />3. Report re Cordilleras Creek Study (* <br />Report of City Manager and Director of Public Works 14/11/85. <br />Director of Public Works Addiego introduced the subject briefly, noting that <br />the General Improvement Districts bond issues approved in the 1960's had <br />greatly improved the drainage problems, but that some problems remained, <br />among them flooding from Cordilleras Creek, which occurs in the area around <br />Old County Road and adjacent areas in the City of San Crlos. <br />George Cook, Boone, Cook & Associates, referred to transparencies showing <br />sections of Redwood City, San Carlos and certain areas of the unincorporated <br />area of the county, which are affected by storm drainage runoff and are <br />collected by Cordilleras Creek. He identified certain areas where <br />overflowing occurs in particular. With three jurisdictions involved, there <br />has been difficulty in determining the amount of responsibility of each, and <br />the only cleaning of the culvert has been done by the State and by joint <br />effort of the two cities. Mr. Cook also displayed a table of a flood <br />insurance study, and commented on the necessity to consider tidal effect as <br />well as volume of storm water in arriving at an appropriate solution to the <br />drainage problem. He reviewed the various alternatives for improvements, <br />costs and methods of financing. <br />Nita Spanqler, 970 Edgewood Road, described some problems she has experienced <br />with Cordilleras Creek, adjacent to her property, including sediment and <br />debris deposited in her yard, and believed that an education program is <br />needed so that neighboring property owners can be informed as to what they <br />can do to alleviate the problem. She expressed the hope that the City can <br />find a good and reasonable solution to the problems related to Cordilleras <br />Creek. <br />M /S: Chandler /Stangel to accept the Cordilleras Creek Engineering Study and <br />Report, and refer it to a joint committee represented by San Carlos, Redwood <br />City, and San Mateo County to review the recommendations.
