Public Hearing - Nuisance Abatement, dilapidated <br />building at 61 Willow Street <br />Report of City Manager and Chief Building Official 4/1/85 <br />City Attorney Schricker stated that he has been informed that the owner of <br />the property has limited knowledge of English, and that therefore Juan <br />Garcia, Building Inspector, will join the Chief Building Official to <br />translate into Spanish during the presentation and taking of testimony to <br />insure that the owner, Jose P. Prado, is fully aware of the proceedings. <br />All those present in the interest of the matter who might give testimony were <br />sworn by the Deputy City Clerk. <br />Chief Building Official Malkemus presented a series of slides showing <br />interiors and exterior of the building, with his comments on each followed by <br />translation by Inspector Garcia. Among the defects described were dangerous <br />or inoperative electrical wiring, broken asbestos shingles, add -ons without <br />permits, a lean -to, several sleeping rooms some without ventilation or <br />windows, stairs not properly supported or braced, stairs and front porch in <br />dangerous condition, sleeping rooms padlocked from the outside, water damage <br />in kitchen and bedrooms to ceilings and floors. Mr. Malkemus advised that <br />he had met with Mr. Prado in his office, outlining his responsibilities, and <br />Mr. Prado indicated no interest in restoring the building. <br />In response to questions by Council, Mr. Malkemus advised he was not certain <br />as to how many people were living in the house, but did observe several <br />people in single rooms, but that some of the other rooms were not accessible, <br />that apparently many of the rooms are rented out individually; that there <br />appeared to be six sleeping rooms on each of the two floors; and that other <br />hazardous conditions exist such as a water heater in a bedroom. He indicated <br />that he had contacted the Housing Office as to whether the tenants would be <br />eligible for relocation funds and learned that they would not, but the <br />Housing Office will offer help in finding new locations. <br />Mayor Britschgi declare the public hearing open at 8:12 p.m. <br />Affidavits of Mailing and Posting of Notice to Abate Nuisance are on file. <br />Ed Pease, Remax Mid - Peninsula, San Carlos, identified himself as Mr. Prado's <br />realtor, and stated that Mr. Prado is only asking for a little time to <br />relocate the tenants; that the property recently changed hands and the new <br />owner intends to demolish the building. He indicated that the property had <br />been listed for six to eight months, and Council suggested that having <br />knowledge of the dilapidated condition of the building for that length of <br />time, there is no justification for requesting a period longer than the <br />
