<br />Dr. Rocky Tarantello, Economist, 3901 MacArthur Blvd., Newport Beach,
<br />referred to an overhead projection of a list of 18 Bay Area mobilehome parks
<br />and space rents charged in each. He stated he was asked to review the
<br />proposed lease and found it to be a straightforward document; reviewed the
<br />sources of information gathered for his analysis and the rationale for
<br />standards established for rental fees.
<br />The members of the Committee commented in turn, as follows; Councilman Bury
<br />and Rhodes, Caroline Duarte, 262 E. Edith, Los Altos, Jack Greenalch, 870
<br />Seminole Way, George Davenport, 215 Upland Road, and Roland Jedlick, 2053 E.
<br />Bayshore.
<br />Mayor Britschgi commended the Committee for its report and for its
<br />conscientious and diligent efforts to try to resolve the matter.
<br />Mobilehome owners invited to speak were as follows: Susan Morrison, Walter
<br />Hogue, 1933 E. Bayshore, Carol Banger, 3015 E. Bayshore, and Inga Swaggart,
<br />Belmont, who expressed a number of concerns, among them, a lack of a "cap' on
<br />the space rent increases; and indication that they did not believe they had
<br />adequate representation on the Committee; that although they are homeowners,
<br />they are treated like second -class citizens; that some of the undesirable
<br />provisions in the lease had to do with pass - throughs to the mobilehome owners
<br />of various costs, and that under sublease, up to a 15% increase is allowed.
<br />Mobilehome park owners invited to speak were as follows: Al Engel, 2533
<br />Round Hill Drive, Alamo, one of the owners of Harbor Village; Terry R.
<br />Dowdall, 203 N. Golden Circle, Santa Ana, attorney representing the park
<br />owners; Pamela Middlebrook, 1121 "L" Street, Sacramento, Western Mobilehome
<br />Association; Al Russell, realtor, 238 Santiago, Redwood City; and Bill
<br />Kitchens, 792 Meridian, San Jose, with Tri- County Apartment Association, who
<br />commented on the process of developing a short and simple lease agreement,
<br />the procedure manual which creates a mediation committee within the parks;
<br />the consumer price index should be considered a reliable basis for rent
<br />increases, and that a cap was not recommended because the park owners were
<br />well behind the market; that they considered the composition of the committee
<br />as well - balanced, affording ample opportunity for participation by the
<br />opposing interests, that the lease protects the interest of the mobilehome
<br />owners as no rent control ordinance would; that the compromises address the
<br />issue of predicability of what can be expected for the mobilehome owner,
<br />while at the same time addresses the issue of a fair amount of return to the
<br />park owner; and that the compromise meets the needs of both parties and
<br />provides for individual negotiation without government regulations.
<br />Mayor Britschgi read from the text in the proposed resolution, and stated
<br />that it is not intended that Council become involved with the lease or other
<br />matters that are rightly private matters.
