Item No. 4 (continued) <br />Shores, and that the cost of any excess improvements to the traffic system <br />and other improvements, resulting from these kinds of burdens on the land, <br />also be taken up at the proper time for the Westport Office Park area. <br />City Attorney Schricker noted that the resolution that had been prepared <br />based on the Planning Commission recomendations does address the parking <br />restriction and required that it be consistent with the Marine World <br />Executive Park; however other improvements have not been addressed. <br />Mayor Britschgi declared the public hearing open at 9:55 p.m. <br />Terry Briggs and Kenneth Rodrigues, LRS Associates Architecture & Planning, <br />1283 Oakmead Parkway, Sunnyvale, design consultants to the Westport property <br />owners, described the proposed park using artist renderings, to be developed <br />in phases. <br />Norman MacKay, 2500 E1 Camino Real, Palo Alto, attorney for the developer, <br />indicated that he had not been aware prior to this time of some of the <br />concerns of the Planning Director, and reviewed the changes in the proposal <br />that evolved over the past year and a half and the fact that the Facilities <br />Fee Committee had advised them of the requirement for payment of 1.6 million <br />dollars, which they have paid, and in that way as well as others have <br />demonstrated their good faith. <br />Justin Jacobs, one of the co- developers of the project, advised they have <br />been talking informally with prospective tenants; that they have lost two <br />major prospects because of delays in the planning process; mentioned the <br />costs incurred to date; indicated his understanding that the 1.6 million <br />dollar "development fee" paid was all that would be required of them; and <br />described the benefits to the City of their development in the way of <br />employment, tax base and improvement to the site. <br />Don Warren, Redwood Shores, Inc., 3 Twin Dolphin Drive, indicated that they <br />supported the proposal, but asked Council clarification regarding policy <br />issues relating to Campeau project and the question of equity in how the City <br />deals with various commercial developers on Redwood Peninsula with respect to <br />traffic impacts on established infrastructure, and allowable commercial <br />density within commercial developments; and the question of whether the <br />conditions imposed on Campeau by the Planning Commission are to be <br />considered as being uniform, or whether there will be a separate policy <br />established on each development. He referred to parking ratio required of <br />Campeau, which if applied in the Westport project would have a parking space <br />allocation of one car per thousand square feet of developable land area; that <br />the recommendation of the Planning Director to the Commission was that for <br />every square foot of building area that exceeds a ratio of .30 square feet <br />of developed office space that the developer pay an additional fee for <br />density above that. Mr. Warren indicated that he believes the Council should <br />apply the same conditions in this case. <br />Discussion followed, and Planning Director Schroeter commented and replied to <br />questions regarding anticipated increase in traffic volume, and stated that <br />the excess fee would be a supplement to the existing Facilities Fee, and <br />could conceivably be used to improve the movement of traffic. <br />Reg.Mtg. <br />5/6/85 <br />Page 6 <br />MINUTE BOOK NO. 45 <br />Page NO. 464 <br />
