Item No. 4 (continued) <br />M /S: Chandler /Mosher to approve the concept as presented and instruct staff <br />to proceed at the lower budget level to enable the option of applying for the <br />library grant. <br />Bryan Grunwald, Hall Goodhue Hais ley & Barker, acknowledged that Council <br />faced a difficult decision, and recommended that they compromise and accept <br />Scheme C for a number of reasons, including parking, and funds from land sale <br />proceeds. <br />The motion failed on the following roll call vote: <br />Ayes: Chandler, Claire and Mosher <br />Noes: Bury, Rhodes, Stangel and Mayor Britschgi <br />Discussion continued regarding dissatisfaction with parking proposals, the <br />fact that with an 8.5 million dollar limit, some compromises must be made; <br />whether it might be advisable to defer a decision until the final report of <br />Mr. Grunwald's firm is submitted in about two weeks, or whether additional <br />time would be of any benefit in making a decision, and concern regarding <br />costs of the project. <br />Mr. Grunwald (see above) provided additional information with regard to tax <br />increment revenues, and indicated that as redevelopment progresses, those <br />revenues will increase; suggested that the parking problem is overstated and <br />that the requirements will be less, based on their traffic studies. <br />Cynthia Ripley (see above), advised Council in response to question that she <br />doubted that a decision could be delayed a week and still meet the deadline _ <br />for filing the grant application for library funds, and believed that a <br />decision had to be made tonight to authorize them to proceed with one scheme <br />or another, at least to prepare the grant. <br />M /S: Bury /Rhodes to approve the concept of proceeding with a reduced level <br />of Alternative E. <br />The motion failed on the following roll call vote: <br />Ayes: Bury and Rhodes <br />Noes: Chandler, Claire, Mosher, Stangel, and Mayor Britschgi <br />In response to question regarding how soon a redevelopment plan might be <br />ready for Council review, Planning Director Schroeter advised that public <br />hearings will be required, and that work necessary in order to begin those <br />hearings will be completed in July; that as far as design concepts are <br />concerned, those are formulated, but that during the public hearings could <br />conceivably be modified. <br />M /S: Claire /Bury that although the Council is not prepared to make a <br />decision on the concept at this time, to nonetheless authorize proceeding <br />with some design work for the library based on the assumptions on Scheme C. <br />The motion carried unanimously by voice vote. <br />Reg.Mtg. <br />5/13/85 <br />page 4 <br />MINUTE ORDER NO. 85 -69 <br />MINUTE BOOK NO. 45 <br />Page No. 472 <br />
