Item No. 4 (continued) <br />Assistant to the City Manager Margolis summarized the information in the <br />report regarding financing, which Council had requested at its meeting two <br />weeks ago when the presentation on the Civic Center renovation had been made, <br />setting the renovation cost at $8,500,000 to be financed over 20 years. She <br />reported that with that limit established, the Renovation Committee met to <br />consider alternatives in order to make their recommendations. <br />Cynthia Ripley_, Ripley Associates, 2101 Pine Street, San Francisco, referred <br />to drawings of Alternative C2, outlining the proposals for renovation which <br />would utilize existing buildings, and adding a lobby link between the <br />existing City Hall and Library, putting the Library in the fire station <br />building, with a meeting room on the upper floor. <br />Ms. Ripley replied to questions by Council, advising that the plans for the <br />fire station building will include bringing it structurally up to code; that <br />until redevelopment occurs, parking will remain in its present location; that <br />in the future when that is not available, some structured parking will be <br />necessary; that if and when the police station expands, the Chamber of <br />Commerce building will have to be moved; responded to acoustical concerns <br />with regard to the library's proximity to the railroad tracks, and to parking <br />concerns. <br />Discussion by Council continued regarding the potential loss of a library <br />grant if a decision is not made soon; concern with respect to ingress and <br />egress and storage facilities for the police department; a general preference <br />for Alternative E, but that this alternative would take part of the <br />redevelopment area land and would reduce the tax increment needed for the <br />Civic Center. <br />Cliff Keith, 327 St. Francis Street, proposed that Council make no decision <br />tonight, stating that it should have all the facts before doing so, and <br />suggesting that Brian Grunwald (architect) and Ripley Associates should work <br />together on the plan. <br />Geri Mayers, 2302 Broadway, President of the Downtown Association, stated <br />that she endorsed Mr. Keith's remarks, and that given a little additional <br />time, Council would have information that they could base a decision on. <br />Nita Spangler,970 Edgewood Road, commended the Renovation Committee and <br />others who have worked on the proposal, and was pleased that the old fire <br />station is intended to be a focal point, but believed there should be public <br />discussions before a decision is made. <br />Discussion followed, and Council pointed out that the implication that the <br />two architects had not communicated was inaccurate, and that after Council's <br />tentatively favoring Alternative E, the two architects did subsequently get <br />together, and along with staff, concluded that the alternative presented <br />tonight was the best plan from the standpoint of both the City and the <br />Redevelopment Agency. <br />Reg.
