Item No. 5 (continued) <br />David Powers, 1885 The Alameda, San Jose, consultant to Portside, indicated <br />that his firm has been involved with similar projects; noted that among other <br />agencies, the Bay Area Air Quality Management District will require a permit <br />for the operation of the facility; that he failed to understand the need for <br />concept approval at this stage. <br />Paul Shepherd, Leslie Salt Company, referred to his letter to Council <br />discussing concerns with respect to contamination of the salt ponds; that his <br />concern is that approval of the concept would jeopardize their operations in <br />Redwood City, resulting in a loss of business, and believed that the proposal <br />should be allowed to go through the processes described first; that the <br />public will be given the impression that the project is approved when that is <br />not the case. <br />Darylan Stratten, 49 Birch Street, stated that she is against garbage <br />burning, and thought other methods of handling waste should be looked at, <br />such as composting and recycling. She stated in response to question that <br />she is a member of the Northern California Recycling Association. <br />John Barry, 1619 10th Avenue, San Francisco, said that he also is a member of <br />the Recycling Association and that they have created many recycling centers; <br />that he opposes the Combustion Engineering facility. <br />Mary Lou Van Deventer, 1329 Hopkins, Berkeley, also a member of the Recycling <br />Association, thought that much of the material could be recycled rather than <br />burned; and asked Council not approve the project in concept. <br />Daniel Knapp, 1325 6th Street, Berkeley, stated that he is a recycling <br />program operator, that it is profitable, and that burning mixed garbage is <br />dangerous because it is contaminated; that Dade County's plant in Florida <br />having been in operation for four years, is being sued by the State for <br />polluting the air and water, and reported various other complaints regarding <br />the plant. He believed that recycling should be developed first. <br />Donald R. Peterson, 788 Castle Hill Road, believed that the City should <br />determine the reaction of the citizens to the plant; that the traffic to the <br />Port will be a serious problem, and the road will take excessive punishment <br />from the trucks. <br />Mary Gorth, 522 East View Way, member of the Sierra Club, indicated they are <br />taking no position at this point, recognizing that land filling is not the <br />solution, but thought that the Council should wait for an environmental <br />impact report before making any decision. <br />Ralph Nobles, 3720 Country Club Drive, supported approval in concept of the <br />proposal, stating that this would allow the preparation of an EIR; that <br />garbage is a problem since we are a consuming society, and that Leslie Salt's <br />concern does not take into account the presence of heavy metals already in <br />the Bay water. <br />Reg.Mtg. <br />5/13/85 <br />Page 6 <br />MINUTE BOOK NO. 45 <br />Page No. 474 <br />
