Item No. 5 (continued) <br />Geri Mayers, 2303 Broadway, was concerned with regard to what kind of <br />industries would be willing to move to Redwood City if the project is built, <br />and read a letter dated May 10 addressed to the Council from Dr. John <br />Radebaugh, Stanford University, which she stated was given to her to present, <br />and which expressed concerns regarding air emission of harmful substances on <br />the salt facilities and their health effects. <br />Bud Pease, Combustion Engineering, stated that all of the questions and <br />concerns raised will be addressed in the environmental review process; that <br />what they are asking is approval in concept so that they can start on that <br />environmental review process; that he was confident their technology will <br />work, that it has a good operating experience and record; there will be no <br />technical risks to Redwood City. In response to question, he stated that <br />there is a similar facility in Madison, Wisconsin, which has been in <br />operation since 1979, and has an average availability record of 92 %, the <br />other 8% being used for maintenance of the facility, and that the Dade County <br />example used earlier has a completely different technology. <br />Mack Torrence, (see above), replied to questions by Council, regarding their <br />discussions agreements with the City of San Francisco, and with BFI; and <br />regarding construction and operating of their plants; that the waste would be <br />hauled from San Francisco in covered trucks. <br />William S. Lewis, Vice President and General Manager, Leslie Salt Co., stated <br />that he did not see a reason for conceptual approval before the environmental <br />approvals are made; that his concern is that his contracts are all long term <br />and some are due for renewal, and that he believed their customers would be <br />reluctant if there is a question about the quality of their product. <br />M /S: Chandler /Stangel to approve in concept the Waste to Energy facility, <br />and that the City Manager be authorized to sign the Letter of Understanding <br />with Combustion Engineering. <br />The motion carried by majority roll call vote, Councilman Rhodes voting no. <br />MINUTE ORDER NO. 85 -70 <br />--------------------------------------------------------------------- <br />(COUNCIL RECESSED FROM 11:10 TO 11:20 P.M.) <br />---------------------------------------------------------------------------- - - - - -- <br />6. Amendments to ordinance regulating bingo games (301 -06) <br />Report of City Manager, Assistant City Attorney and Police Chief 5/2/85 <br />Police Chief Guardino and City Attorney Schricker commented and replied to <br />questions by Council, noting that the proposed amended ordinance basically <br />restores to the ordinance the intent to remove the profit motive, and to <br />clarify certain other provisions in the regulations. <br />Mario Biagi, 900 Veterans Boulevard, suggested that the ordinance should <br />include a prohibition of additional enticement or prize, such as a large door <br />prize. <br />Reg.
