Regulation of towing services for abandoned vehicles <br />(1004-03) <br />Report of City Manager and Chief of Police 4/26/85 <br />Chief of Police Guardino summarized the report, which discusses the current <br />practices used in calling upon commercial towing services, and which is <br />unsatisfactory only with respect to removal of abandoned cars, and this is <br />apparently because that aspect of towing is not lucrative to the tow <br />operators. He described the three alternatives available: 1) to have the <br />City operate its own tow service, which would be costly and inefficient, and <br />would require purchase of expensive equipment, hiring experienced tow <br />operators, and considerable record - keeping; 2) to authorize the procedure <br />proposed by the Chief of Police to establish a list of tow operators who have <br />indicated an interest in providing the service, which would be utilized on a <br />rotation basis. In the case where the tow service claims to be unable to <br />respond because it lacks storage room for an abandoned vehicle, it is removed <br />from the rotation list until it is able to provide that service. The third <br />alternative was one which Chief Guardino did not include in the written <br />report, because he did not recommend it, and that is to contract the work out <br />to one towing company. He stated that he has observed the rotation system <br />which he does recommend, and found that it worked well, and hoped that the <br />Council would accept his proposal and authorize him to regulate tow services <br />in accordance with the report. <br />Title read.
