Improvement of Willow Street ( 407 -04) <br />Report of City Manager 5/9/85 <br />City Manager Smith noted that the item originated in the request by John R. <br />Beltramo for a permit to construct parking lot improvements on Willow Street, <br />but that he objected to having the permit conditioned on improving the whole <br />length of Willow Street, and the staff agreed that it would be an undue <br />burden. Establishment of an assessment district would be expensive, but <br />would be a way of speeding up redevelopment of that area. In response to <br />questions by Council, Mr. Smith advised that the improvements would consist <br />of streets, sidewalks, curbs and gutters.
