Written Communications (continued)
2. Letter from Richard K. Hulme, Project Manager, Lincoln Property Company dated
June 14, 1985, requesting modification of City's standard specifications for
construction of curb and gutter to Seaport Centre Project, to allow the
extrusion method.
City Manager Smith advised that the project is not typical in that the
development is on bay mud that has not been preconditioned, and there is a
strong likelihood of damage. Director of Public Works Addiego stated that
his experience with this method has been bad, but that he is still evaluating
the request.
M /S: Stangel /Mosher to refer the request to staff.
Carried unanimously by voice vote.
MINUTE ORDER NO. 85 -87
3. Letter from Atherwood Neighborhood Association, c/o Mr. and Mrs. Robert
Sikora, 165 Atherwood Avenue, dated June 14, 1985, requesting Council
intervention regarding D.K. Development's Park Atherton project.
Pat Sikora, 165 Atherwood Avenue, described in detail the progress of the
project, and the concerns of the neighboring residents regarding removal of
trees, and apparent deviation by the developer from a condition of approval
by the Planning Commission regarding construction of a seven -foot precast
concrete wall separating the project and the Atherwood area.
Betty Welch, 139 Atherwood Avenue, also expressed concern regarding need for
an acoustical wall.
M /S: Claire/Mosher to refer the matter to staff.
Mayor Britschgi suggested that a motion might not be necessary, since staff
is already working on the situation. Planning Director Schroeter advised
that he had received the acoustical report back today, and according to that
report, regardless of the thickness of the concrete, if it is seven feet
high, the noise will be attenuated to the same degree.
City Manager Smith advised that staff will respond point by point to the
letter from Atherwood Neighborhood Association.
MOTION WITHDRAWN: Councilman Claire, with consent of his second, withdrew
his motion.
GENERAL
Mayor Britschgi called attention to the fact that the old Safeway Store property
still remains an eyesore, and thought the building should be demolished and the
costs placed as a lien against the property owner.
City Attorney Schricker recommended first that a team investigation be made
because it is necessary to have sufficient grounds prior to any abatement
proceedings.
MEMO 6/21/85
Reg.Mtg.
6/17/85
Page 10
MINUTE BOOK NO. 45
Page No. 474
