2. Public Hearing - Nuisance Abatement, dilapidated <br />buildings at 104 Cedar Street (702 -11) <br />Report of City Manager and Building Official 5/31/85 <br />Building Official Malkemus described the building as originally having been a <br />single-family residence, but apparently converted into two units. Referring <br />to a series of slides showing the exterior and interior of the building, Mr. <br />Malkemus described the substandard conditions and violations, including <br />improper, inadequate, and defective wiring; evidence of rodent and insect <br />infestation; broken windows; dilapidated porch steps; accumulation of trash; <br />use of the garage and a shed as sleeping quarters; a deteriorated and <br />unvented gas heater; foundation failure; water heater located in <br />non - conforming bedroom; open standpipe with no trap for laundry located in <br />non - conforming bedroom, and numerous other hazards. <br />Mr. Malkemus advised in response to questions by Council that he had observed <br />six people living there, and estimated that there may be as many as twelve <br />persons; that a new foundation would be required to stabilize the building; <br />that both porches would have to be rebuilt. <br />The recommendation was that the Council find the buildings in violation of <br />Section 9.5 of the Code and order the nuisance abated within 30 days by <br />reconstruction, moving, or demolition. <br />Mayor Britschgi declared the public hearing open at 7:55 p.m. <br />Affidavits of Mailing and of Posting of Notice to Abate Nuisance are on <br />fi le. <br />Mayor Britschgi invited anyone present who wished to speak to do so. No one <br />wished to speak. <br />M /S: Stangel /Bury to close the public hearing. <br />Carried unanimously by voice vote and publi hearing closed at 7:56 p.m. <br />Title read. Thetis H.
