Item No. 1 (continued) <br />Earl S. Skidmore, Pressure Vessel, Inc., described his meetings with the <br />Planning Director with regard to the filing of his application for an <br />office addition and tank pads. He stated that his permit for the present <br />use involving storage of six hazardous chemicals was issued in 1966 with <br />certain conditions, including landscaping, part of which was since <br />destroyed during storm drain repairs and which he has not replanted. Mr. <br />Skidmore distributed packets of material to Council members. (No copies <br />submitted for file.) He said a landscape architect had advised no <br />upgrading was possible, but would not issue a letter so stating. <br />In response to questions of City Attorney Schricker, Mr. Skidmore acknowl- <br />edged that he has not submitted landscape design plans required for the <br />architectural permit he is seeking in connection with the new construction <br />and that he was made aware of the requirement by the Planning Director; <br />that he was also advised of the Zoning Ordinance requirement that an <br />architectural permit is required with a building permit; and that the <br />previous landscaping was partly destroyed because of City repairs to <br />drainage pipes corroded by leakages from his products which was the basis <br />for a lawsuit. <br />Discussion followed and City Manager Smith and Mr. Schroeter commented and <br />replied to questions relating to the establishment of chemical industries <br />in the City in the 1 60's; increasing knowledge of the hazards presented; <br />the expectations of the Council with regard to upgrading and maintaining <br />of property; the location of the subject property at the entrance to the <br />Marina Redevelopment Area; the landscape requirements of the architectural <br />permit and the application of similar requirements elsewhere; and the fact <br />that the remaining landscaping can be integrated with new materials. <br />Nita Spangler, 970 Edgewood Drive, said she was distressed at the lack of <br />maps and other staff presentation on the subject appeal. <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br />M /S: Biagi /Mosher to close the public hearing. <br />Carried unanimously by voice vote, and public hearing closed at 8:35 p.m. <br />M /S: Biagi /Mosher to remand the subject appeal to staff for the purpose <br />of having the appellant meet with the City Manager, the Planning Director <br />and a landscape architect to apprise the appellant of the alternative <br />landscaping possibilities available to meet the requirements of the <br />architectural permit and that staff report be made to Council within 30 <br />days. <br />Carried unanimously by voice vote.
