Vice Mayor Britschgi reported that a legislative committee meeting on the <br />subject of long term local financing took place in Millbrae on January 7, <br />1984. It was well- attended by representatives of cities and districts. He <br />urged Council members to participate in the League of California Cities "March <br />on Sacramento" on February 28, 1984 to call to the attention of the State <br />Legislature the need for long term local financing. <br />2. Vice Mayor Britschgi reported he had attended the meeting of the Revenue and <br />Taxation Committee of the League of California Cities in Los Angeles on <br />January 13, 1984 and heard proposals of the Governor and the Democratic <br />members of the State Legislature regarding long term local financing. He <br />reported further that the Committee had endorsed the Governor's proposal at <br />this time. <br />3. Vice Mayor Britschgi stated that in response to requests of citizens, he had <br />discussed with the City Librarian the cost of keeping the Library open <br />additional hours on Saturday and Thursday evening by restoring hours pre- <br />viously cut from the 1983 -84 Budget and learned the cost would be about <br />$10,000 for such service until the end of June. <br />M /S: Britschgi /Claire to transfer $10,000 to the Library fund for the purpose <br />of restoring hours of operation on Saturday and Thursday at the Main Library <br />and Schaberg Library until the end of the budget year in June. <br />The motion carried by majority voice vote which Mayor Stangel determined to be <br />5 -2. MINUTE ORDER NO. 84 -20 <br />Councilman Biagi stated for the record that he had voted against the motion <br />because he opposes circumventing regular budget channels; that no emergency is <br />involved and the budget for 1983 -84 had been cut across the board; and that <br />City reserves are very low. <br />Councilman Rhodes stated for the record that he opposed the motion for the <br />same reasons cited by Councilman Biagi and because other city needs also exist <br />which are not being addressed. <br />Reg.Mtg. <br />1/16/84 <br />Page 5 <br />MINUTE BOOK NO. 44 <br />Page No. 332 <br />
