Report on Objectives and Issues (continued) <br />Parks and Recreation - Peter Griffiths, Director of Parks and Recreatior <br />Planning - Ken Schroeter, Planning Director <br />Police - Dick Hamilton, Captain <br />Public Works - Frank Addiego, Director of Public Works <br />(Recess /lunch from 12:30 to 1:00 p.m.) <br />2. Revenues and Financial Condition <br />Finance Director Tasseff presented slides of Revenue Estimates 1983-84- - <br />General Fund and Citywide vs. Countywide Sales and C.P.I. with City <br />Taxable Sales Growth. <br />Councilman Claire reported on his discussion meeting with Assemblyman <br />Naylor and the effect of proposed "Jarvis II" initiative on the City, <br />if it is approved by voters. <br />3. Capital Improvements Planning <br />a. Five Year Projection <br />Assistant to the City Manager Margolis referred to the Five Year <br />Capital Improvement Plan, Gas Tax and Capital Outlay Fund of <br />January 26, 1984, and reviewed details, including the relationship <br />of the Plan to available financing. <br />b. Sidewalk Reconstruction /Street Trees <br />City Manager Smith recommended a long term commitment to the <br />problem, noting that a variety of alternatives are available for <br />addressing a solution to the costly problem. <br />c. Civic Center Improvements <br />Discussion took place regarding sources of funds and condition of <br />the City's "infrastructure "; uses of funds from utility users tax; <br />whether prospective State funds might make it possible to reduce <br />or eliminate the tax; and continuing maintenance and replacement <br />needs of an old city. <br />M /S: Britschgi /Claire that no decision be made regarding the <br />Civic Center Financing until it has been determined how much the <br />State Legislature will return to the City. <br />Carried unanimously by voice vote. <br />Budget Rev. <br />2/4/84 <br />Page 2 <br />MINUTE BOOK NO. 44 <br />Page No. 346 <br />MINUTE ORDER NO. 84 -26 <br />
