Supplemental Agreement III to Joint Exercise of Powers <br />Agreement, South Bayside System Authority (SBSA) <br />(702 -02) <br />Councilman Biagi, SBSA Representative, presented the subject agreement <br />relating to a pay -as- you -go expansion program for the facility. <br />Jim Bewley, Manager, SBSA, reported that consideration has been given to <br />sewer capacity needs of the area for the next 20 years and commented <br />concerning the study which included needs beyond 1985, financial <br />arrangements and policy relating to capacity. Mr. Bewley also referred to <br />a projection of a graph of costs and capacities of Stage 2 expansion <br />phases. <br />Discussion followed and City Manager Smith, City Attorney Schricker, <br />Director of Public Works Addiego and Mr. Bewley replied to questions and <br />commented concerning source of payment of pay -as- you -go financing; the <br />fact that existing users will contribute nothing toward increased capacity <br />costs; the allocations of capacity and procedures for handling unused <br />allocations; the fact that water and air quality rather than quantity <br />provides limitations; the estimated costs to new residents; the fact that <br />even increased costs are significantly lower than similar charges in other <br />jurisdictions; and the allocation of votes to participants. <br />Reg.
