2. Public Hearing - Resolution of Intention to vacate <br />portion of public streets - Upland Road and Whipple <br />Avenue (Per RESOLUTION NO. 9538 adopted 3/12/84; Report <br />of City Manager 3/8/84) (702 -06) <br />Report of City Manager and Director of Public Works 3/26/84 (re 2. b) <br />Affidavits of Publication of Notice of Hearing and of Mailing on file. <br />Director of Public Works Addiego referred to the report of March 8 and an <br />overhead projection of the subject area, describing the proposed <br />vacation. <br />Mayor Stangel declared the public hearing open at 8:00 p.m. <br />Rob Solari, 102 Circle, Oak Knoll Manor Neighborhood Association, said he <br />opposes the proposed vacation, because it would allow increased number of <br />parking spaces to be constructed. <br />Bert Barrett, 272 Upland, Oak Knoll Manor Neighborhood Association, said <br />his home is near the portion of the street proposed to be vacated, and he <br />is concerned that Sequoia Hospital will not maintain it properly. Mr. <br />Barrett urged Council to include language to ensure that the property is <br />well- maintained. <br />Ken McGill, Associate Administrator, Sequoia Hospital, said that the <br />150 -car plan could be used rather than the one for 135 cars, if the <br />portion of the street is vacated and that a more typical corner would <br />result. In response to question, Mr. McGill said that extensive <br />landscaping both at the corner and in the interior is planned. <br />In response to question, Planning Director Schroeter said that Council <br />approved the use permit for the parking garage without specifying whether <br />the 135 or 150 -space plan was to be used, noting that an architectural <br />permit is also required and the hearing for that permit is set for April <br />4. Mr. Schroeter observed that it may be possible to design a better <br />facility as far as the neighborhood is concerned, if the portion of the <br />street is abandoned. <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />No one wished to speak. <br />M /S: Biagi /Bury to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 8:10 p.m. <br />Title read.
