2. Presentation of Plaques for Distinguished Service to <br />Aldo Scibelli, retiring after 20 years in the Public <br />Works Department and Charles F. "Chuck" O'Connor <br />retiring after 7 years in the Parks and Recreation <br />Department (301 -11) <br />Mayor Britschgi presented engraved Plaques for Distinguished Service to Mr. <br />Scibelli and Mr. O'Connor and wished the both a long and happy retirement. <br />---------------------------------------------------------------------------- - - - - -- <br />3. Public Hearing - Appeal from the determination of the <br />Zoning Administrator to postpone decision on <br />application for Use Permit for parking spaces in R -1 <br />District for a medical clinic expansion, 251 Upland <br />Road, pending completion of a parking demand study - <br />Redwood Medical Clinic, appellant (203 -06) <br />Report of City Manager and Planning Director 4/17/84 <br />Appeal letter of Thomas C. Hallum, Administrator, Redwood Medical Clinic <br />3/15/84. <br />Affidavits of Publication of Notice of Hearing and of Mailing are on file. <br />Councilman Rhodes declared he would neither participate in the discussion nor <br />vote on the subject item because of possible conflict of interest and left <br />his chair. <br />Planning Director Schroeter presented the subject report, stating that <br />increased parking and traffic problems likely to be created as a result of <br />the proposed 6,300 square -foot expansion should not impinge on the <br />residential neighborhood. He reported he has required as a use permit <br />condition that Redwood Medical Clinic have a parking study prepared relating <br />only to the Clinic's contribution to the problem and not to the entire area. <br />He suggested a display at the Clinic urging patients to support the Clinic's <br />application for additional parking may be misleading, since construction <br />plans for the addition are not mentioned. <br />In response to questions, Mr. Schroeter said that the traffic and parking <br />information provided by the Clinic verifies the need for the parking study; <br />that the addition of space at the Clinic suggests increased personnel <br />eventually; that there is a need to consider future use of the space in order <br />to anticipate and avoid parking problems; that the parking spaces proposed <br />would be minimally adequate now in the residential district; that the <br />proposed expansion would be permitted in a professional office district zone; <br />that the subject application was received in January 1984; that presently <br />employees are required to rotate use of the parking lot and parking in the <br />neighborhood, with some 23 cars daily using the streets; that the Clinic's <br />expectation of employing only five additional persons as a result of the <br />expansion may not be reasonable; that the negative declaration with regard to <br />Reg.
