Item. 3. (continued) <br />the environmental impact report, focussed on the physical environment and on <br />use of Whipple Avenue area where the impact was not significant; and that <br />while a study of the whole medical complex traffic and parking problems might <br />be indicated, it would mean the public would have the burden of paying for a <br />study of the result of private expansion, since it is unlikely these medical <br />agencies involved could be required to pay at this time. <br />Mayor Britschgi declared the public hearing open at 8:10 p.m. <br />Tom Hallum, Administrator of Redwood Medical Clinic, 271 Nevada Street, <br />introduced Bob Bernstein, architect, Palo Alto, and stated the Clinic now has <br />fewer employees than three years ago and does not plan to increase the number <br />beyond the five mentioned. Mr. Hallum described the background to date of <br />the Clinic's expansion plans, pointing to the preferred addition of some <br />12,000 square feet and the 6,300 square -foot addition before Council at this <br />time, on architect's renderings which were displayed. Mr. Hallum referred to <br />the subject appeal letter, stating that Council should know that a 12,000 <br />square -foot building, with the required parking is the Clinic's ultimate <br />plan, but that the 6,300 square -foot plan was developed as a contingency plan <br />in the event the City's annexation was not confirmed by the voters in the <br />territory. (RESOLUTION NO. 9553, 4/16/84 canvass of vote confirms <br />"Annexation of Lands of Redwood Medical Clinic et al" by Special Election <br />4/10/84.) <br />Discussion followed and Mr. Hallum replied to questions and commented <br />concerning present use of parking spaces and Clinic plans with regard to <br />additional personnel and the preference for the original 12,000 square -foot <br />addition. <br />City Attorney Schricker suggested that if it is the intention of the Clinic <br />to apply for a use permit for a 12,000 square -foot addition that the <br />appellent could request that the present appeal by stipulation remain pending <br />without prejudice and at the same time make application for the larger <br />facility and proceed with that. <br />Robert Costello, 1125 Marshall, attorney representing Redwood Medical Clinic, <br />stated he is in agreement with the City Attorney as long as the appellent <br />retains the right to reopen the present appeal if necessary at some future <br />date. <br />Tom Hallum (see above) replied to question, stating that there is confusion <br />as to the ownership of the parking space being provided by the Clinic and the <br />other medical buildings in the area. <br />(City Council recessed from 8:40 to 8:50 p.m.) <br />Robert Costello, (see above) stated his client stipulates that he will <br />request the appeal be continued on the 6,300 square -foot building without <br />prejudice to returning and continuing the appeal later, and at the same time <br />application will be made for the 12,000 square -foot addition which was the <br />original plan, in view of the confirmation of the annexation by the voters. <br />Reg.Mtg. <br />4/23/84 <br />Page 3 <br />MINUTE BOOK NO. 44 <br />Page No. 422 <br />
