(continued) <br />Discussion followed concerning recently adopted Proposition B relating to <br />residency requirements for boards and commissions and the consideration of _ <br />the matter by the Charter Review Committee and the City Council before <br />placing the measure on the ballot. <br />It was explained that members of the Fair Oaks Community Center Advisory <br />Board are selected from both the City and the County with costs of operation <br />of the Center being shared by both jurisdictions. <br />M /S: Chandler /Mosher to continue consideration of the subject recommendation <br />pending receipt of statistics from the Parks and Recreation Department on <br />active seniors who are not residents of Redwood City. <br />CLARIFICATION: Councilman Chandler stated his definition of "active" would <br />mean participation as well as officers and committee chairmen of senior <br />organizations, including Fun After Fifty and others in the City. <br />AMENDMENT: Councilman Chandler, with the consent of his second, added that <br />the item is to be continued to May 7, 1984. <br />The motion as amended carried by majority voice vote which Mayor Britschgi <br />determined to be 5 to 2. <br />MINUTE ORDER NO. 84 -69 <br />---------------------------------------------------------------------------- - - - - -- <br />REPORTS OF CITY MANAGER <br />6. Establishment of Undergrounding District - Roosevelt <br />Avenue (1207 -02) <br />Report of City Manager and Director of Public Works 4/16/84 <br />Director of Public Works Addiego presented the subject report. <br />Discussion followed and City Manager Smith, and Mr. Addiego commented and <br />replied to question relating to the plan to have no costs borne by <br />residential property owners; the fact that this is the first residential <br />undergrounding and that others are not anticipated soon because of the cost; <br />the desire of the City to include undergrounding as part of the needed <br />reconstruction of Roosevelt Avenue; the relatively small cost of connections <br />as part of the total project; and the desire to proceed with the project. <br />City Attorney Schricker stated that if residential property owners did not <br />pay the $200 -300 per connection, they would have no service, since no <br />assessment district is involved and there is no financing arrangement <br />available to them. <br />In response to question, Mr. Addiego said that PG &E undergrounding funds <br />cannot be used for connections, so the funds would have to come from the <br />Capital Improvement Fund. <br />Reg.Mtg. <br />4/23/84 <br />Page 5 <br />MINUTE BOOK NO. 44 <br />Page No. 424 <br />
