Zion Baptist Church

GENERAL

1.

Presentation - Redevelopment-Relocation, Re-Entry and
Participation

City Manager Smith said the presentation to be made is in the nature of an
information session on aspects of redevelopment.

Lee Rosenthal, of Goldfarb, Lipman of Oakland, attorneys, said he would
comment generally on participation, relocation and acquisition, public
improvements and re-entry relating his remarks to a hypothetical area based
loosely on Main Street and the Centre Redevelopment Area. His example would
consist of about 12 parcels, separately owned by 12 or more persons, which
the City would like developed together as an integrated commercial
development, noting that questions would arise as to who would assemble the
properties and the difficulties confronting a developer.

Owner Participation - Mr. Rosenthal said that it is very difficult, but
possible, to get all of the property owners together to reach an
agreement among themselves to redevelop their properties as one unit. It
is more possible to get one or two of the owners to redevelop the parcels
as a block, but questions arise as to expertise and financial ability.

Redev.Agency
6/18/84

MINUTE BOOK NO. 45
Page No. 59

'-""-'-----"---" I

.---------
