<br />Mr. Jon Lynch <br />NPDES Amendments <br />Page 2 <br /> <br />7) Preparation of staff reports for the Planning Commission and City Council <br />8) Attendance at one Planning Commission and one City Council meeting <br /> <br />The work scope assumes that one Initial Study/Negative Declaration will be prepared for all of the <br />ordinance amendments, and that the City will prepare and distribute required notices for all <br />environmental reviews and public hearings. The scope also assumes that the number of meetings <br />with staff are minimized by combining issues with meetings proposed in the first phase of work <br />included in the Planning Department contract. Similarly, one Planning Commission and one City <br />Council meeting are anticipated for all of the ordinance amendments, so that the budget reflects <br />only the additional time associated with preparing for and attending those meetings. <br /> <br />This proposal anticipates submittal of administrative draft ordinances to staff by not later than <br />April 30, 2005, and additional work to finalize the amendments over a subsequent three to four <br />month period. Work would primarily occur off-site, but MHA staff will be readily available to meet <br />at City Hall or elsewhere as needed during the course of the project. <br /> <br />Project Cost and Management <br /> <br />Work will be billed in quarter-hour increments at the rate of $125 per hour for my time, $85 per <br />hour for the work of MHA's Environmental Scientists, and $70 per hour for MHA's Document <br />Manager. All hours worked will be accounted for in detail and invoiced to the City on a monthly <br />basis. Direct expenses incurred in the performance of this work, including but not limited to <br />printing and copying, photo processing, etc., will be invoiced to the City with a 15% administrative <br />mark-up. No mileage or travel expenses are anticipated. Project costs are estimated at not-to- <br />exceed $14,232, as outlined in the attached budget. <br /> <br />As project manager for MHA, I will be responsible for all of the tasks outlined in the scope of work, <br />including attendance at all meetings with staff, the applicant, and boards and commissions. I will <br />be assisted by Tania Treis and/or Kathy Rushmore, environmental scientists with MHA, and by <br />Roger Luc, MHA's Document Manager. Ms. Treis and/or Ms. Rushmore will provide research <br />support, collect data and develop tables to accompany written materials. Mr. Luc will provide <br />graphics and formatting support. No other personnel or subcontractors will be used without the <br />consent of the City of Redwood City. <br /> <br />Thank you for your consideration.
